SUBJECT: Proposed Discussion on aming the Public Entry Fountain at the Palm
Springs International Airport [April 1, 2009, Item 5.B]
On September 12, 1966, the City Council adopted Resolution No. 8740
accepting the gift of $25,000 from Pearl McManus and appropriating $40,000 for an
Airport Fountain. The City Council Resolution accepts the gift subject to the conditions
specified in the letter offering the gift.
The September 1, 1966, letter from the Law Firm of Thompson & Colegate
provides the gift and the conditions of the gift as follows:
1. The fountain will be constructed by the City of Palm Springs
and additional funds as necessary provided by the City.
2. A plaque in bronze will be placed upon the fountain stating
"DONATED BY PEARL McMCALLUM McMANUS 1966."
3. The fountain will be built according to the design of Julio de
la Pena as approved by Donald A. Wexler.
City Staff could not locate any official records of the City, or legislative history
that the City Council named the fountain in memory of Pearl McMcallum McManus.
The official records of the City Council, the letter and conditions of gift do not
stipulate the City name the fountain after Pearl McManus, and the City Council, may
wish to proceed with the discussion on the Agenda and posthumously pay tribute in
memory of a community leader(s).

Airport Fountain
With respect to the conditions above, the City records indicate the acceptance of
the gift, and the City contributions and construction of the fountain above and beyond
the initial gift amount, and the inscription upon the fountain currently reads:

PEARL McCALLUM McMANUS
1879 - 1966
"Auntie Pearl" was the first non-Indian child in Palm Springs
Arriving with her Father, "Judge" John Guthrie McCallum in 1884.
This fountain was designed by Architect Julio de la Pena of
Guadalajara, Mexico, as a gesture of friendship.
Its 398 pieces were hand cut from contera stone
In the State of Jalisco.
Dedicated April, 1968
Additionally, the City Council in 1976, adopted Resolution No. 11758
commending and paying tribute to Pearl McCallum McManus and the McCallum Desert
Foundation for their community efforts.

City Manager presented report of Director of Public-Works-
concerning trip to Mexico for review of construction of
the Airport fountain, and stated that the Public Works
Department is finalizing plans. He reported receipt o£
$25,000 from estate of Pearl McManus, and recommended
acceptance of the gift, and conditions under which the

It was moved by Dragicevich, seconded by Selig, and carried
by the following vote, that Resolution 8740 be adopted:

9. TRACTS 3503 and 3504
Assistant Planning Director reported that developer has
complied with all conditions, and Commission recommends
approval of Final Subdivision Maps for Tracts 3503 and
3504, providing fax additional units for Seven Lakes
Golf Course development in Section 30.

It was moved by Dragicevich, seconded by Foster, and
carried, Wiefels absent, that Resolution 8741 be adopted.
10. TRACT 2808 - DRAINAGE EASEMENT VACATION
Assistant Planning Director reported Commission recom-
mendation to vacate a 10-ft drainage casement between
Lots 51 and 52, since this easement was originally
located incorrectly and new easement has been located
between Lots 50 and 51, in Tract 2808.

52 ON THE NORTH SIDE OF LAKESIDE DRIVE IN THE PALM
SPRINGS GOLF CLUB ESTATES, TRACT 2808, SECTION 29,
AN EASEMENT WITHIN SAID CITY.
It was moved by Dragicevich, seconded by Selig, and carried,
Wiefels absent, that Resolution 8742 be adopted, setting
hearing for October 10, 1966.

RESOLUTION NO. 8740
OF THE, CITY COUNCIL OF THE CITY OP PALM SPRINGS,
CAT,,IFORNIA, ACCEPTING GIFT OF $25,000 FROM PEARL
McMANUS AND APPROPRIATING $40,000 FOR AN AIRPORT
IFOUNTAIN
WHEREAS Mrs. Pearl McManus has offered a gift of $25,000 to the
City of Falm Springs for the construction of a fountain at the
Airport, and
WHEREAS said fountain has been designed by Julio de la Peca, and
arraugemencs have been made to transport the rack from Mexico to
Palsu Springs, and
WHEREAS the Public Works Department i.s prepared to call for bids on
construction of aaid fountain, and
WHEREAS the City Council has agreed to appropriate $15,000 of City
farads to compiete construction of said fountain,
NOW THEREFORE BE IT RESOL7ED that
Sec. 1 The gift of Pearl McManus of $25,000 for construction
of a fountain at the Palm Springs Municipal Airport
is gratefully accep L•ed, subject cc the conditions
specified in the letter offering the gift.
Sec. 2 Resolution 8707 adopting the budget for the 1.966-67
Fiscal Year is hereby amended by appropriating
$40,000 to the Airport Terminal Fountain Account
ii60-491-4060, for construction and incidental
expenses connected wirh the Airport Fountain; funds
to be taken from the General Fund Surplus.
Sec. 3 The Department of Public Works is hereby authorized
to prepare plans, call for bids, and supervise con-
struction of the fountain designed by Julio de la Pena.

RESOLUTION NO. 11758
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, COMMENDING THE. McCALLUM DESERT FOUNDA-
TION FOR ITS OUTSTANDING SERVICES TO THIS CITY.
WHEREAS, the McCallum Desert Foundation was established in 1969 by the
will of Pearl McCallum McManus in memory of her father, ,fudge John
Guthrie McCallum, California and desert pioneer; and
WHEREAS, the purpose of the foundation is to enhance the quality of life
in Palm Springs; and
WHEREAS, in carrying out the legacy of Mrs, McManus, the board of trustees
of the Foundation have provided the people of Palm Springs with one park
downtown; donated to the City the property known as the Village Green;
contributed to the Airport Fountain; made the City's purchase of the
McCallum Civic Building possible and contributed to the Police Training
Center, paving the way for construction of that long-needed facility; and
WHEREAS, the City Council of the City of Palm Springs desires to commend
this community-minded Foundation and Posthumously pay tribute to Pearl
McManus.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs
that Pearl McManus and the McCallum Desert Foundation be and are hereby
commended for their efforts to make this community a better place for all
of us and specifically for their Police Training Center contribution.
ADOPTED this 13th day of peril , 1976.
