HomeMy WebLinkAbout3/16/2005 - STAFF REPORTS (17) CITY COUNCIL March 16, 2005 CONSENT CALENDAR Subject: SECURITY ACCESS CONTROL AND PUBLIC INFORMATION DISPLAY SYSTEMS REHABILITATION CHANGE ORDER NO. 1 —ADDITIONAL UPGRADES AND ENHANCEMENTS Initiated by: Director of Aviation SUMMARY: The requested action would result in additional upgrades and enhancements of the airport's Security Access Control and Public Information Display Systems currently under construction. A number of existing CCTV cameras will be upgraded for night vision allowing clearer night time monitoring and event recording. Software will be developed for the automatic identification and rejection of TSA No-Fly List persons, a staff labor saving device. Direct Host Interface software will be installed allowing automatic flight schedule updates from United and Delta Airlines. A workstation computer will be moved to the Vehicle Inspection Plaza building as a back-up to the systems control. RECOMMENDATION: That the City Council approve change order No. 1 to Agreement No. A4925 with Antar- Com/Systems Integration, Inc. in the amount of$93,615.24. STAFF ANALYSIS: Antar-Com/Systems Integration, Inc. is mid-way in its installation of the airport's new $2,496,500.00 Security Access Control and Public Information Display Systems. The computer based systems are a technological leap from the twelve year old systems being replaced. The requested upgrades and enhancements are as follows: 1. No-Fly List Software - No-Fly List software is custom software developed to compare and reject TSA published restricted persons from airport issued badge applications. The automated comparison will save staff time; additionally the Contractor has submitted an alternate CCTV Digital Video Recorder which exceeds specifications and generates a cost reduction. 2. CCTV Camera Replacement —A number of existing, marginally functioning, CCTV cameras will be replaced with night enhanced vision cameras enhancing both monitoring and event recording. 3. Airline Direct Host Interface - Direct Host Interface allows airline automatic flight schedule updates for both United and Delta Airlines. Direct Host Interface is a direct update from the airlines central flight schedule computers. This linkage yields quicker, more accurate flight information. 4. Security Access Control (SACS) Workstation Backup — In the event that the terminal is evacuated a SACS workstation at the Vehicle Inspection Plaza building will serve as the system monitor and control. Additionally, the workstation allows airside and cargo inspections to be verified against the current security data base. ooai. 5. Vehicle Inspection Plaza Sensors and Readers — Security movement sensors and identification card readers will be installed to secure the Vehicle Inspection Plaza building allowing installation of SACS Workstation and protection of the existing security sensitive information. All work under this change order shall be accomplished in accordance with the terms and conditions of the contract.
