SUBJECT: APPROVE PURCHASE OF 2 NEW FORD CROWN VICTORIA
POLICE VEHICLES FOR USE BY THE POLICE DEPARTMENT.

SUMMARY
This action would award the purchase of two (2) new Crown Victoria 2009 Police
Interceptor Vehicles for use by the Police Department. These vehicles are
additions to the City fleet and are being purchased with SDF funds.
RECOMMENDATION:
Approve the cooperative purchase of two (2) new 2009 Ford Crown Victoria
Police Interceptors in the amount of$24,086 each, for a total purchase amount of
$48,172 from Wondries Ford of Alhambra, California.
STAFF ANALYSIS:
The new units in this report meet established criteria for police vehicles. In
keeping with the City of Palm Springs established commitment to improving air
quality in the Coachella Valley, all fleet purchases are evaluated for their
operational suitability to the use of alternative fuels. On December 3, 2008
Council approved the purchase of one CNG Police Interceptor vehicle under the
condition it will be evaluated and analyzed for performance. This vehicle has
been received and is currently being outfitted. Therefore, since the CNG vehicle
is not yet in the fleet and in order to make use of the SDF funding at this time,
this purchase is proposed for gasoline powered vehicles.

Section 7.09.010 of the Municipal Code provides that the City Council may
authorize the acquisition of supplies, equipment or services through a joint
powers or other cooperative purchasing program with a public entity or
association of public agencies. The County of Los Angeles recently awarded a
purchase contract to Wondries Ford to acquire Ford Crown Victoria Police
vehicles. Pursuant to the requirements of Section 7.09.010, the Procurement
Manager has determined that utilization of Los Angeles County's purchase
contract (DPO-FR-36501761-1) for the vehicles is acceptable and will adequately
protect the public interest in that the total cost of the equipment is likely to be less
than could be obtained through an independent City competitive process. The
lead time for delivery is approximately 1 week from receipt of the purchase order.
FISCAL IMPACT:
Funds for the purchase of these two police cars were appropriated from a grant
of the Special Distribution Fund (S.D.F) and are paid through the Indian Gaming
Local Community Benefit Committee (C.B.C). The funds are in expenditure
account number 122-3025-50020. This Nexus Grant pays the entire cost of the
police cars. This grant must be fully expended by June 30, 2009 and it covers
the cost of the vehicles and emergency equipment.
