SUBJECT: JACKIE LEE HOUSTON PLAZA PLANS AND SPECIFICATIONS
APPROVAL AND AUTHORIZATION TO BID

SUMMARY
This action would approve the plans and specifications for the Jackie Lee Houston
Plaza project and authorize staff to proceed to bid.
RECOMMENDATION:
1. Approve the Jackie Lee Houston Plaza at the Palm Springs Convention Center
Plans, Specifications and Working Details, City Project CP2008-18, and
authorize the staff to proceed to bid with the project.
STAFF ANALYSIS:
The City acquired the 1.75 acre triangular parcel across Calle Alvarado from the
Convention Center. The parcel was acquired for the development of a new
entry/welcoming plaza to the Convention Center. A $1million budget estimate was
established for the development of the project. A project sub-committee comprised of
the Mayor, the Mayor Pro Tern, Mr. Houston, and staff have met with the designers,
Design Workshop, several times to develop the project concepts and designs. The
project has been approved by the Planning Commission and the Tribal Council.
The project schedule is such that to meet the self-imposed deadline of opening the
Plaza by the 2010 Film Festival in early January, that the project must go to bid in mid-
August while the City Council is dark. To achieve this time frame, the Plans and
Specifications, which are still being worked on, must be approved and bid authorized
prior to the end of July by the City Council. A summary version of the proposed project
plans are attached for City Council consideration. The completed project documents
will be reviewed with key project committee members prior to the completion of the bid
process.

FISCAL IMPACT:
Approximately $200,000 has been budgeted for preconstruction activities, with a total
project estimate of $1m. Staff will bring back to City Council a financing plan utilizing
Redevelopment and private funds prior to bid award.
