CONSENT CALENDAR
Subject: 2004/2005 SB 821 SIDEWALK PROJECT (FARRELL DRIVE)

SUMMARY:
Award of this contract will allow for construction of new sidewalks along the east side of
Farrell Drive, between Andreas Road and Alejo Road.
RECOMMENDATION:
1. Approve Minute Order No. , approving Agreement No. A with D. C.
Hubbs Construction, in the amount of $86,888.00 for the 2004/2005 SB821 Farrell Drive
Sidewalk Project, City Project 04-09.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
Every year, the Public Works and Engineering Department submits an application to the
Riverside County Transportation Commission (RCTC) for their call for projects to be
funded through the Senate Bill (SB) 821 grant program. The SB 821 Program provides
state funds for construction of sidewalks, bikepaths and other pedestrian related
facilities. This year, RCTC had $1.2 Million available for all agencies throughout
Riverside County. Engineering staff prepared a grant application for construction of new
sidewalks along the east side of Farrell Drive, between Andreas Road and Alejo Road.
This segment of Farrell Drive is the only segment lacking sidewalks, and has homes
fronting Farrell Drive which is designated as a Secondary Thoroughfare.
Staff prepared a preliminary engineer's estimate for construction of the sidewalk which
was established at $119,400 (which included engineering design and construction
administration). The grant application proposed City funding of $40,000 and SB 821
Program funding of $79,400. Happily, RCTC recognized the merits of the City's grant
application, and approved the requested funding, which was approved as one of 26
projects awarded SB 821 Program funding out of 46 projects submitted,
Staff initially recognized that this project would affect the existing front yard landscaping
along the homes in this area. Proactively, staff sent copies of preliminary plans and
other information to each property owner indicating to them what landscaping
improvements within the right-of-way would be removed (such as palm trees, gravel,
decorative rocks, etc.), to make way for the new sidewalk. A neighborhood meeting was
held on December 17, 2004. Eight property owners attended the meeting, at which, staff
presented the project and reviewed the impacts to affected properties. By the end of the
meeting, those in attendance were all supportive of the project and were happy to see
the City moving forward with it, and recognized it as a benefit to their neighborhood.
One item that occurred as a result of the meeting was a request that the City's contractor
stamp a logo into the concrete sidewalk at the corners of the side streets on Farrell Drive
identifying the Sunmor Neighborhood. Staff has included a provision in the project
specifications requiring the contractor to provide a rubber stamp to impress a logo into
the concrete sidewalk which will identify the neighborhood as requested.

The plans and specifications were prepared by Department staff and were approved by
City Council on March 16, 2005, with an authorization to solicit construction bids. On
March 22 and 29 the project was advertised for bids and, at 2:00 p.m. on April 12, 2005,
the Procurement and Contracting Manager received construction bids from the following
bidders:

There is one Bid Schedule, and the Engineer's Estimate was $90,000. The low bid was
submitted by D. C. Hubbs Construction. The company is a sole proprietorship
(individual), and its owner is Danny C. Hubbs.
FISCAL IMPACT:
This project was budgeted as part of the 2004/2005 Capital Improvement Plan, with the
City's local match of $40,000 budgeted with local Measure A funds in account 134-4498-
50232 (SB 821 Sidewalk FY 04-05), and the remaining $74,900 with SB 821 Program
funds established in the capital project account 261-449 1-50232 (SB 821 Sidewalk FY
04-05). No general funds will be used for this capital project.

I HEREBY CERTIFY that this Minute Order, awarding a construction contract to D. C.
Hubbs Construction, in the amount of$86,888.00, for the 2004/2005 SB821 Farrell Drive
Sidewalk Project, City Project 04-09, was adopted by the City Council of the City of Palm
Springs, California, in a meeting thereof held on the 20`h day of April, 2005.
