Ready, City Manager BY: Department of Parks and Recreation SUMMARY: The City Council will consider approving the waiver of rental fees for City facilities in an amount not to exceed $500 for the Foundation for the Retarded of the Desert's high school charity All-Star Games. COMMISSION RECOMMENDATION: Approve Minute Order No. Approving the waiver of rental fees for City facilities in an amount not to exceed $500 for the Foundation for the Retarded of the Desert's high school charity All-Star Games. STAFF RECOMMENDATION: City Manager and staff recommend that the City Council not waive any fees due to the City's current budget deficit. STAFF ANALYSIS: The Foundation for the Retarded of the Desert (FRD) is a nonprofit organization whose primary mission is to increase the choices, capabilities and independence of persons in the Coachella Valley, Morongo Basin and Temecula who are mentally and physically challenged. To attain this goal, FRD offers vocational training, community awareness, and opportunities of recreation and development of social and personal skills. FRD needs approximately $7.7 million per year to operate its organization and it receives that revenue from a variety of sources, such as state funds, FRD's thrift stores in Indio and Palm Springs, sales of client-produced goods, and donations. The high school charity All-Star Games is an annual event that benefits FRD. The baseball/softball games represent the opening of a three-day series of events for high school seniors. Palm Springs Stadium will be used for a doubleheader of girls softball and boys baseball on Thursday, July 7. The games will feature graduating seniors from 25 high schools in the Coachella Valley and Riverside and San Bernardino counties. 11TEM No. Page 2 This is the second time FRD has asked the City to waive rental fees for the use of Palm Springs Stadium for this event. At its meeting on March 9, the Parks and Recreation Commission unanimously (8/0) recommended that City Council waive these fees. FISCAL IMPACT: Since the rental for Palm Springs Stadium is a revenue source for the City, the loss would be an amount of not more than $500 if this waiver is recommended by the Parks and Recreation Commission and approved by City Council. ott Mikesell J David H. I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that this Minute Order, approving the waiver of rental fees for City facilities in an amount not to exceed $500 for the Foundation for the Retarded of the Desert's High School Charity All-Star Games on Thursday, July 7, was adopted by the City Council of the City of Palm Springs, California in a meeting thereof held on the 20th day of April, 2005.
