SUBJECT: APPROVING THE JAMES O. JESSIE DESERT-HIGHLAND UNITY
CENTER APPLICATION FOR ARCHITECTURAL APPROVAL (CASE
3.2692) AND CONCEPTUAL DESIGN FOR A 2,000 SQUARE FOOT
ADDITION TO TWO EXISTING BUILDINGS, AND THE MODIFICATION
OF EXISTING BATHROOMS FOR COMPLIANCE WITH THE
"AMERICANS WITH DISABILITIES ACT (ADA)," LOCATED AT 480
TRAMVIEW, ZONE 0, LAND USE — CIVIC, PARKS AND RECREATION,
SECTION 34, APN 669 330 025.

SUMMARY:
The Planning Commission voted to recommend that the City Council approve an
expansion of the James O. Jessie Desert-Highland Unity Center. Approval of this
Application for Architectural Approval and the conceptual design permits Staff to
proceed with the final preparation of construction plans and bid documents.
RECOMMENDATION:
Approve Minute Order No. "APPROVING AN EXPANSION OF THE JAMES
O. JESSIE DESERT-HIGHLAND UNITY CENTER, AS SUBMITTED BY INTERACTIVE
DESIGN, INC., AND DIRECT STAFF TO PROCEED WITH THE FINAL
PREPARATION OF CONSTRUCTION PLANS AND BID DOCUMENTS".
STAFF ANALYSIS:
The James O. Jessie Community Center consists of approximately 20 acres of
landscaped open space, picnic tables, a children's play area, a lighted baseball field,
the gymnasium and the recreation center. Currently the gymnasium and the recreation
center are geared toward high activity games such as basketball, volleyball, weights,
and exercise machines. The proposed additions will allow for expanded recreation
opportunities for all ages.
In 2003, the Director of the James O. Jessie's Unity Center applied for and received a
Community Development Block Grant (CDBG), in addition two subsequent CDBG
funding years were approved. This application is the result of those CDBG grant funds.
In the past year, a Project Committee Team, representative of the Center's Advisory
Committee, Desert Highland Gateway Neighborhood Association and City Staff from
Item No. 2 . C .
Parks & Recreation, Public Works & Facilities and Community & Economic
Development Departments, has worked to finalize the proposed additions to expand
recreational opportunities available at the Unity Center. The elderly of the community
have long been requesting a place to meet, quilt, share crafts etc.
The gymnasium is 9,465 square feet in area. Currently, the entrance to the gymnasium
opens immediately onto the gymnasium court floor. Visitors, children and adults mingle
and socialize inside the entrance to the gym. An addition of 475 square feet is being
proposed as an entry way to the gymnasium for those not participating in a court game.
Therefore, the addition will enclose the existing open trellis area for new lobby space
and leave the gymnasium court for high activity games.
The Recreation Center is 2,377 square feet in area, and is used exclusively for weight
lifting and exercise machines, billiards, and high activity games. An addition of 1,336
square feet is proposed to the existing recreation center to serve as a meeting area for
quilting and crafts.
Two existing bathrooms will be adapted for compliance with the American with
Disabilities Act. The City's ADA coordinator has reviewed and approved the bathroom
conversion plans.
The Architectural Advisory Committee voted on March 7, 2005 to recommend that the
Planning Commission approve the project. On April 13, 2005, the Planning
Commission voted unanimously to recommend approval of this project to the City
Council.
The City Council's approval of the project's Architectural Application and its conceptual
design is imperative in proceeding forward with the completion of the construction plans
and bid documents, as well as to meet HUD's timely expenditure standard. These
actions within this fiscal year will continue to show evidence of progress with this
project, as its progress is important in that it represents approximately 66% of the total
CDBG entitlement, and the U.S. Department of Housing and Urban Development (HUD)
will perform a "snap-shot" of the City's timely expenditure rate of CDBG funds on April
30, 2005. In the event this project is delayed, and Staff cannot demonstrate timely
expenditures of funds to HUD, HUD has the ability of decreasing the entitlement
allocation of CDBG funds to the City for its next year's CDBG Program. With this
approval, it is intended to have construction plans and bid documents for City Council's
approval next month.
FISCAL IMPACT:
There is no direct fiscal impact to the General Fund in that these dollars are the City's
allocated federal annual entitlement funds from the U.S. Department of, Housing &
Urban Development (HUD) Community Development Block Grant program. Once HUD
awarded, this block grant allows the City to address vital programs and projects within

the community. Otherwise, local municipal resources may have to be provided or this
community need may go unmet.

RECOMMENDATION
That the Planning Commission approve an Architectural Application by Interactive
Design, Inc. for the City of Palm Springs, to construct an addition to each of the two main
buildings totaling approximately 2,000 square feet, and modify two existing bathrooms
to comply with the Americans with Disability Act at the James O. Jessie Unity Center
located at 480 Tramview Road, Zone 0, Section 34, Township 3, Range 4, Land Use
Civic, Parks and Recreation.

ANALYSIS
The General Plan designates the center as "Parks/Recreation, Civic' and a Community
Park. The proposed project is consistent with the General Plan. The Zoning is "O" Open
Space which is intended to provide areas of scenic beauty, parks, recreation open space
and governmental public uses.
ARCHITECTURE
There are two buildings located on the property, the recreation center and the
gymnasium. Both buildings are rectangular in shape and face each other at their highest
point. The gym is 40 feet tall, and the recreation center is 37 feet tall. An area
measuring 35' by 75' between the two buildings serves as a courtyard. This area will
accommodate most of the proposed additions, while one room will face the front of the
recreation center.
The addition to the existing 2,377 recreation center consists of two meeting rooms
intersected by a reception area. The addition of 1,336 square feet is circular with a
circular sidewalk and shaded covering. The height of the addition is 13 feet. The
addition will be composed of brown stucco, with a "raked"texture.
The addition is a cylindrical element which will provide for contrast in building form and
mass, when viewed next to the existing recreation building.
The existing gym is 9,475 square feet, and the proposed addition to the gymnasium is
an entry way of 475 square feet, for a total of 9,950 square feet. The entrance and door
to the new addition will extend into the courtyard in a "V" shape. The north part of the
"V" will be solid stucco, and the south side will be a double glazed door. The height of
this addition will be 10 feet
The exterior circular walls and shade cover, along with the protruding "V" shaped entry
way will soften the appearance of the two 40 ft and 37 ft buildings. The shaded covering
is 10 feet high, circular in shape, with exposed timbers under the covering. For solar
control, the wood fascia of the covering with be sealed with metal, and all doors and
windows will be double glazed.
Vehicle access and pedestrian access are from Tramview and Granada, along with a
bus stop on Granada, across from the Unity Center. Access is not proposed to be
changed. All properties surrounding the park are single family dwellings. The proposed
project will enable this Community Park to service additional ages, and ensure ADA
compliance.

PARKING
The Unity Center currently has 54 parking spaces, of which 3 are designated for ADA
compliance. Parking has not historically been a problem at the Unity Center. Staff will
monitor the parking situation following construction, to see if the project generates
additional parking.
