CONSENT CALENDAR
Subject: AMENDMENT #7 TO ALLOCATED POSITIONS AND
COMPENSATION PLAN

SUMMARY:
Requesting City Council approval of Amendment #7 to the Allocated Positions and
Compensation Plan approving the over hire of one (1) Police Officer and the unfreezing
of one (1) Code Compliance Officer.
RECOMMENDATION:
It is recommended that City Council adopt the Resolution approving Amendment #7 to
the Allocated Positions and Compensation Plan authorizing one (1) Police Officer over
hire in the Police Department and the unfreezing of one (1) currently frozen Code
Compliance Officer.
STAFF ANALYSIS:
The Police Department has several Police Officers who, in addition to serving our
community, protect our nation as well by either being a member of the National Guard
or a Military Reserve Unit. Approximately nine months ago, one our Palm Springs
Police Officers was called to active military duty to fight the War on Terror in Iraq. We
have been notified that another Police Officer will be activated within the next few
i months. The absence of these two Police Officers, coupled with other vacancies, will
seriously impact service levels and crime enforcement within our city.

Based on the discussion at last week's Council meeting, I am recommending the
Council unfreeze one (1) currently frozen Code Compliance Officer. By doing so, we
will be able to provide additional coverage on code enforcement matters.
FISCAL IMPACT:
The cost of an overhired Police Officer will be offset by the salary savings of the
vacancies created by the long term military leave of these two Police Officers. The City
pays full salary benefits for military leave for the first 30 days, and provides a salary
differential between military pay and regular take-home pay for a maximum period of
five months.
The cost of the Code Compliance Officer is approximately $14,000.00
which is two months of salary and benefits.

RESOLUTION NO. 21257
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING AMENDMENT NO. #7 TO THE
ALLOCATED POSITIONS AND COMPENSATION PLAN,
ADOPTED BY RESOLUTION 20974.
WHEREAS an Allocated Positions and Compensation Plan was adopted June 9, 2004, for
the 2004-05 fiscal year by Resolution No. 20974; and
WHEREAS the City Council desires to amend said 2004-05 Allocated Positions and
Compensation Plan.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that
the Allocated Positions and Compensation Plan for positions in the City Service for fiscal year
2004-2005 is hereby amended as follows:
SECTION 1 — OVER HIRE OF ONE (1) POSITION
