Ready, City Manager BY: Department of Parks and Recreation SUMMARY: The City Council will consider authorizing Change Order #1 to Purchase Order #516170 to James O. Rue Construction in the amount of $52,621.85 and authorizing an additional $39,014.83 from General Fund Balance to City Project CP05-04 to complete golf course restoration repairs caused from storm damage in January 2005. RECOMMENDATION: 1. Approve Minute Order No. "APPROVING CHANGE ORDER #1 TO PURCHASE ORDER#516170TO JAMES O. RUE CONSTRUCTION IN THE AMOUNT OF $52,621.85." 2. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR THE 2004-05 FISCAL YEAR BY APPROPRIATING $39,014.83 FROM THE GENERAL FUND BALANCE TO ACCOUNT 001- 4201-43200 TO COVER THE REMAINING ESTIMATED COST OF STORM DAMAGE REPAIRS TO THE TAHQUITZ CREEK GOLF RESORT. " STAFF ANALYSIS: In early January 2005, severe rain storms caused significant damage to both the Legends and Resort courses at Tahquitz Creek Golf Resort. The severe rainfall left debris throughout the wash areas of both properties and caused considerable soil erosion, cart path and irrigation damage, and forced the temporary closure of the property. Initial estimates by the staff at that time anticipated repairworkto be about $200,000. Staff worked with local contractors to complete immediate repairs and reopen the property as quickly as possible to restore revenue generation. This was done in a matter of days, although repairs were only beginning. Over the past 90 days, staff has been working with the contractor to replace damaged cart paths and import soil to the best of our ability. This has been done despite the fact that water continues to flow through the wash area from repeated rainfall and the constant winter runoff from snow melting on the surrounding mountains. GOLF COURSE RESTORATION REPAIRS DATE: May 4, 2005 PAGE: Two At the present time, the remaining work to be done lies within the center of the channel and this work cannot be completed until the runoff subsides. The remaining work involves a minor amount of soil import, fine grading of the channel and replacement of approximately 200 lineal feet of cart path spanning the channels center. On January 12, 2005, City Council adopted Resolution#21179 amending the City's 2004-05 budget by allocating $347,000 to the Contractual Services Account of the Street Maintenance budget. Of this amount, $200,000 was allocated towards the estimated repair cost for Tahquitz Creek Golf Resort. As most repairs have been completed at this time, staff believes that the request for an additional $39,014.83 will be sufficient to complete the remaining repairs. FISCAL IMPACT: The fiscal impact of this request will reduce the General Fund Balance by $39,014.83. ALTERNATIVES: The City Council could reject the request for additional funds and repairs to the golf course would remain incomplete and significantly impact the playability and image of the Tahquitz Creek Golf Resort. Of this amount,$150,000 was estimated for debris removal,soil import and grading and cart path restorations.The remaining $50,000 was estimated for irrigation repairs,re-seeding and replacement of sand in the damaged bunkers. To date,the following are the amounts expended and our estimate for the remaining repairs.As there is still water running though the damaged area,we still have two cart path areas to replace and some soil import and grading to complete once the water quits flowing. At the present time,there remains approximately 200 lineal feet(1600 sq.ft.)of concrete path work to be done I and approximately 10-15,000 cubic yards of soil to be imported to the site before we can complete the final grading and i restoration.
