I have always been a supporter of the B.T.D. I believe the few Hotels that are inside the B.I.D. area do reap the benefits of a vibrant downtown, however it is clear it is only a secondary benefit. Last year my fees were $500, and under the formula of doubling the business license fee, my B.I.D. fee payment will be $1220.00 this year, significantly more than the example of$300 provided in your agenda. You are painfully aware that the hotel industry is struggling right now, and to increase an expense by nearly 150% is way too much. T would respectfully request that the subcommittee revisit the formula to either cap the fee at some level or to merely institute a single fee p ment instead of doubling it at the higher license level. I also want to personally odd that, having sat on the BID board and listened to the ideas and comments, I more than ever believe that it needs to be under the direction of a professional 2/17/2010 Page 2 of and that Tammy Perezchica is more than qualified to be this person but needs the ability to do more than just facilitate the board and should be given this position. 1 am choosing to resign from the board effective immediately because not only am I not qualified to make these decisions but because I do not approve of the way it is run. Recently there have been numerous discussions about moving forward with this year's Palm Spring BID marketing program. Although we appreciate the cities contribution to allow Canyon Commercial Services to help facilitate the BID committees plan, not giving them the authority to make the marketing decisions has been unproductive. This advisory committee restructuring is necessary to any marketing firm's efforts in guiding the BID process. Now that the BID is in the third year, we believe it is time to take a more sophisticated marketing approach to assign the necessary money to various marketing components that will be cost effective and helpful for Palm Springs businesses. A program that has $125,000 annual funds needs to be administrated by a professional marketing company that targets the funds in the right direction for this year and will lay the foundation for ongoing, lasting awareness for a long-term marketing strategy. While all of us would like to see this program continue and be successful, it should be directed by a professional marketing company under the guidance of an advisory Council of individuals who are currently in the marketing field. We would ask that you consider creating a formal list of qualifications in determining who would best serve on the advisory committee to direct Canyon Commercial Services or another professional marketing company of the advisory Councils choosing. I wanted to thank you for your hard work and support for all the different types of business in the Business Improvement District. I know that this has been a very difficult program to get up and running, but it has accomplished many goals for promoting the Uptown and Downtown districts of Palm Springs. The approval of the BID will continue the hard work that the current board is doing and the matching of funds by the city will bring much needed help to our budget. This will also send a strong message to the business community of downtown. Recently, I assisted the Spa Resort Casino and Julius Kazen, Director of Hotel Operations in a business venture coming up March 7th. This will be the first time that the Spa Resort Casino is participating at the Oscars. I am a Palm Springs business owner with ties to Hollywood. I look forward to working with the city and all departments to improve the marketing strategies and the efforts of the Palm Springs BID Steering Committee.
