SUBJECT: Purchase of Armored Rescue Vehicle

SUMMARY
The Police Department is requesting City Council authorize the purchase of a new
armored rescue vehicle to better protect the citizens and officers of this community.
This action would replace two separate vehicles past due for replacement with a single
more versatile unit.
RECOMMENDATION:
1. Adopt Minute Order No_lic authorizing the City Attorney to prepare a gift agreement
with the Palm Springs Poe Citizen's Police Academy Alumni Association FOB The
Gary Kitchen Memorial Foundation for $155,000.00 for the funding of a Lenco
Industries Bearcat vehicle, and approve the agreement.
2. Adopt Minute Order No. authorizing the state Office of Emergency Services to
purchase a "BearCat" armored vehicle for the City from Lenco Industries in the
amount of $211,329.52 via participation in the California Counter Drug Procurement
Program authorized under Section 1122 of the National Defense Authorization Act of
1994. The purchase of the armored vehicle will be continenet upon the city receiving
the $155,000.00 gift.
3. Authorize the City Manager to execute all necessary documents.

Purchase of SRT Vehicle
STAFF ANALYSIS:
Two vehicles that the City's Police Department uses in specialized enforcement
activities are past due for replacement and can no longer be adequately maintained.
These vehicles are a 1981 GMC P30 van (Unit 208181) utilized as a SWAT vehicle and
a 1950 Humber Pig (Unit 208255), an armored vehicle. The SWAT van is beyond the
point of economic repair. Replacement parts for the 55-year old armored vehicle, if
available at all, are extremely difficult to obtain and cost prohibitive to acquire. This
vehicle is currently inoperable.
This purchase would accomplish a reduction in fleet size by replacing two vehicles with
a single, more versatile one. The new vehicle will be used primarily in the counter drug
and special response activities of the Department. These Department activities expose
officers to extremely hazardous environments, often involving armed suspects. The
vehicle would be available on an as-needed basis for other department enforcement
activity.
It is recommended this vehicle be purchased from a U.S. General Services
Administration contract via participation in the California Counter Drug Procurement
Program. This program, authorized by Section 1122 of the National Defense
Authorization Act of 1994, allows qualified local law enforcement agencies to access
certain federal contracts via designated state agencies for acquiring equipment to be
used in counter drug activities. The designated agency in California is the Office of
Emergency Services (OES). Under the program, the City would pay the purchase price
of the vehicle to the OES, which would then order the vehicle for the City. The OES
holds the funds in an escrow account until acceptance of the vehicle by the City.
The Procurement and Contracting Manager, pursuant to the requirements of Section
7.09.010 of the Municipal Code, finds that the competitive process conducted by the
General Services Administration for the proposed equipment is adequate to protect the
public interest, and that the total cost of the vehicle is likely to be less than could be
obtained through an independent City competitive process.
The Fleet Management department has reviewed and is in agreement with the
purchase of this new vehicle. The new vehicle has a diesel engine and no alternative
fuel model is available.

Purchase of Armored Rescue Vehicle
FISCAL IMPACT:
A private donation of$155,000.00 toward the $211,329.52 purchase price has been pledged to
the Palen Springs Citizen's Police Academy Alumni Association FOB Gary Kitchen Memorial
Foundation. A balance of $56,329.52 for the purchase of this vehicle is available in Account
Number 5745-50015 (MVR Reserves, Specialized Equipment Account).

Defense Authorization Act of 1994, was adopted by the City Council of the City of Palm
Springs, California, in a meeting thereof held on the day of
