SUMMARY
The City Council will consider adopting a resolution authorizing all city fire stations be
designated as "Safe Surrender Sites" for newborn infants under 72 hours old.
RECOMMENDATION:
Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING ALL CITY FIRE STATIONS
TO BE DESIGNATED 'SAFE SURRENDER SITES' AS ALLOWED BY CALIFORNIA
STATE LAW."
STAFF ANALYSIS:
The California Safely Surrendered Baby Law was enacted in January 2001. This allows
any adult to surrender an infant (72 hours or younger) to any firefighter on duty at any
designated fire station. This law is designed to protect a baby from being unsafely and
illegally abandoned and offer a last resort to parents who, in a time of severe emotional
distress, may believe they have no other options. The hope is that by allowing parents
to legally surrender a child to an employee at a fire station, they will do so, ensuring the
child's safety and their own freedom from prosecution.
Firefighters will receive training in the law and know how to accept an infant and what
procedures to follow. Each fire station will be provided with a newborn Safe Surrender
Kit which contains:
Safe haven Procedure sheet
Coded, confidential ankle bracelet for the infant
Business reply mail return envelops containing:
Safe Surrender medical questionnaire (English/Spanish)

In addition, each fire station will be identified as an "Infant Safe Surrender" site by
posting a metal placard sign that is visible from the street.
The Riverside County Board of Supervisors has designated all county operated fire
stations as "Safe Surrender Sites". The Palm Springs Fire Chief is recommending that
all fire stations in Palm Springs also be designated as "Safe Surrender Sites".
FISCAL IMPACT:
The cost to designate a fire station as a Safe Surrender Site is approximately $50.00.
Total cost for Palm Springs will be $250.00. Employee training will not require any
funds. Corporate sponsorships are encouraged for the promotion of this countywide
program.

WHEREAS, California's Safely Surrendered Baby Law allows parents to give up
their baby confidentially,
WHEREAS, As long as the baby has not been abused or neglected, parents may
give up their newborn infant without fear of arrest or prosecution,
WHEREAS, the Riverside County Board of Supervisors has designated all
County operated fire stations as "Safe Surrender Sites",
WHEREAS, the Palm Springs City Manager and Fire Chief recommend that all
Palm Springs Fire Stations be designated "Safe Surrender Sites",
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That all city fire stations are designated "Safe Surrender Sites" for
newborn infants under 72 hours old.
