From: Ms,Lila Sossa Re: Center Road Mediam and Public Entrance Access. Dear Mayor and City Council Members: I plead for your help regarding the devastation the center median placed on Vista Chino and Gene Autry has caused my business, and many others. I am the owner of Sossa's Plaza and Sossa's Liquor and Market, and due to this travesty,my business is failing, and will soon end up like all of my previous tenants that had to close down because of lack of traffic that could not enter into Sossa's Plaza. Before the construction of this median, I had all (6) spaces occupied with paying tenants. Now I only have(1) who is soon to be leaving. I depended on that income along with the income from my business, Sossa's Liquor and Market, (which is now running in the red)to pay my property taxes,which we have been paying loyally to Palm Springs for 33 years. Since the decline of business because of this median,I have been unable to pay property taxes. It also has been a downhill battle to rent any of my current(5)vacant storefronts, and to sell Sossa's Liquor and Market due to this median not allowing the public to enter or leave Sossa's Plaza. In order to get into Sossa's Plaza,the public must drive a quarter mile eastbound to make a u- turn and with such inconvenient access,they just continue to the next shopping center. The convenience store; Sossa's Liquor&Market,has become just the opposite....inconvenient. For the out-of-towners,they have no clue how to get into the Plaza, so they just continue on because it is not easy access. My late Father established this Historical Site in 1977, and has been loyal tax payer to the City of Palm Springs. ljs-�DS�7o a �v��i c Cas�.•sE.�17" Y May 5`", 2010 City of Palm Springs City Council Pale Two. There is probably just a few that don't remember the deli that fed and delighted many workers in their hurried day. That is now gone. The last time I stood before you,I had requested a public access entrance be placed on the Vista Chino(storefront) side and/or Gene Autry side of Sossa's Plaza, and it was denied. When Councilman Chris Mills was up for re-election,he agreed that this median was ruining my business. None of the businesses that this medium was going to affect were ever notified of this construction. If we were notified,we might have been able to go before the planning commission to have it modified so that it would not destroy our hard earned businesses. I also would like to know why new developments, like the one across from my market, diagonally and the new planned park across Palm Drive is getting city support,yet my business is failing because of"lack"of city support. Every single person that still comes into Sossa's Liquor and Market agrees that it is a nuisance and should never have been erected. They make comments such as"This is a major catastrophe","Is the City trying to put you out of business?", "Ludicrous", "Sometimes I don't even stop". Because of that,just a couple of days ago, I started a petition to show this Council the dismay of the public. Please take the time to put a turn-in on Vista Chino at Executive. Also,the public coming Westbound that come into my plaza, can not easily return going Eastbound. So taking the "No U-Turn sign down would allow people to return from which they had come from. Please give Sossa's Plaza the same consideration as other commercial properties located in the City that have two public road accesses(entrances)to their facilities. I will continue to pursue City Council for your help on opening the median for access. Thanking you in advance for your attention and actions on my request.
