Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Preliminary bridge aesthetic design concepts have been prepared for the widening of the Bogert Trail bridge over the Palm Canyon Wash. The concepts incorporate a western theme as a tribute to Frank Bogert for whom the street is named. Approval of the preliminary aesthetic design concept will allow them to be incorporated in to the final design package being prepared for bidding. RECOMMENDATION: Approve the preliminary aesthetic design concept (excluding stained treatment of the bridge pier walls) for the Bogert Trail Bridge Rehabilitation, City Project No. 07-03. STAFF ANALYSIS: The Public Works and Engineering Department applied to the California Department of Transportation (Caltrans) for federal Highway Bridge Program funding to widen and retrofit the existing Bogert Trail bridge over the Palm Canyon Wash. Caltrans approved the City's federal grant request, and awarded the City federal funding for this project. With an estimated total cost of$4.9 Million, the Highway Bridge Program will provide the project with 88.53% funding — or over $4.3 Million. On November 14, 2007, the City Council approved a contract services agreement with Dokken Engineering to provide the necessary professional services for this project. Subsequently, preliminary design was completed and environmental clearance has been obtained. The consultant is currently in the process of obtaining required environmental permits, and the final design is nearing completion. The Public Works and Engineering Department recognizes the value that aesthetic enhancement has on public facilities, such as bridges. Given the importance of the ITF,N! NO. 11\L— City Council Staff Report May 5, 2010 - Page 2 Bogert Trail Bridge Aesthetic Design Palm Canyon Wash as an equestrian trail, and the tribute Bogert Trail has to the City's former Mayor, Frank Bogert, staff is suggesting that a western theme be incorporated into the bridge aesthetics for this project. Dokken Engineering is the City's engineering consultant on this and the Belardo Road Bridge project, and staff is coordinating preparation of bridge aesthetic designs on both projects. During preliminary discussions with Tribal Planning staff'regarding the need for bridge aesthetic designs for these projects, it was recommended that the artist the Tribal Council had selected for the aesthetic design of the Bob Hope Drive / Ramon Road — Interstate 10 Interchange project should be used for these projects. The artist, Carolyn Braaksma of Braaksma Design Inc. (Denver, Colorado), has wide ranging experience providing art commissions for the public sector. Dokken Engineering coordinated with the artist, and a preliminary aesthetic design concept was provided. As communicated by the artist in her recommendations, the enhancements for the Bogert Trail bridge present Western imagery found in the tooled leather of saddles and boots and the elaborate engraving on spurs, rowels and bits. Within the bridge parapet, form liners may be used to create patterns in the concrete that resemble tooled leather. Engraved metal medallions are proposed to accent the tooled concrete. Both the exterior bridge girder and railing may be enhanced through color. The form of the abutment wing walls is proposed to become a stepped face wall that mimics the shape, form, and pattern of spurs with leather tooling. Color stains that emulate leather patterns found on Western saddles is proposed to enhance the pier walls. The preliminary aesthetic design concept, as shown on the attachments, includes the following: • Decorative, tooled parapet with colored pattern and cut metal applique within the exterior bridge barriers • Decorative, tooled parapet with colored pattern within the interior bridge barriers • Stained and painted tubular steel hand rail • Decorative stamped and colored concrete sidewalks • Decorative formed concrete relief at bridge abutments with cut metal appliqu6 • Decorative stained pattern on bridge pier walls underneath the bridge within the Palm Canyon Wash This type of public works/transportation project is exempt from the City's architectural review process'. Therefore, although no official formal public art piece has been or will ' Chapter 91.00.05 (B) of the Palm Springs Zoning Code (PSZC) establishes that "A street...right-of-way, water course, drainage channel or body of water included on the zoning map shall, unless otherwise indicated, have no zoning and shall not be used or improved for other than the purpose for which they exist. Therefore, the provisions of the PSZC, including architectural review, do not apply to public works and transportation projects located entirely within the right-of-way. 02 City Council Staff Report May 5, 2010 - Page 3 Bogert Trail Bridge Aesthetic Design be commissioned for this project, staff relied on the City's Public Arts Commission to consider the preliminary aesthetic design concept prior to forwarding to the City Council for approval. On April 8, 2010, the preliminary aesthetic design concept was presented to the Public Arts Commission and was generally well received, with one noted concern: preventing graffiti on or otherwise maintaining the stained bridge pier walls underneath the bridge. Staff recommends that the City Council approve the preliminary aesthetic design concept as shown in the attachment, with the exception of the proposed stained treatment of the bridge pier walls. It is not recommended that specialized treatment of the bridge pier walls be included as a part of this project, given the likelihood of any aesthetic treatment attracting the opportunity for graffiti and tagging of the concrete surface, representing an on-going maintenance cost for the City. Upon City Council's approval, final engineering details of the preliminary aesthetic design concepts will be formalized into the bid documents, which will be presented to the City Council for final approval prior to bidding. FISCAL IMPACT: The cost of bridge aesthetic design elements incorporated as a part of the construction will be funded by the Highway Bridge Program federal grant and matching local Measure A funds.
