W City Council Staff Report DATE: June 29, 2005 NEW BUSINESS SUBJECT: WAIVER OF GREENS AND CART FEES FOR THE AWF DESERT CELEBRITY CLASSIC FROM: David H. Ready, City Manager BY: Scott Mikesell, Director, Department of Parks and Recreation SUMMARY The City Council will consider adopting a Minute Order that waives greens and cart fees for the AWF (Afghanistan World Foundation) Desert Celebrity Classic at the Legend and Resort golf courses at Tahquitz Creek Golf Resort on Friday, Saturday and Sunday, November 18, 19 and 20. RECOMMENDATION: Staff recommends that the City Council not waive any fees due to the City's current budget deficit. STAFF ANALYSIS: Sonia Cole, Founder and Chairman of the Afghanistan World Foundation (AWF) in Los Angeles, Califiornia, a California nonprofit 501(c) corporation, and promoters Alex Hyde-White ofTMG in Santa Monica, California, and Amado Salinas of Salinas Heritage Group in Palm Springs, California, are requesting a waiver of greens and cart fees for the AWF golf tournament on Friday, Saturday and Sunday, November 18, 19 and 20, at Tahquitz Creek Golf Resort's Legend and Resort courses. This is a new event for the City, with the purpose of bringing "celebrity golf, at its highest level, back to where it all began, beautiful Palm Springs." The goal of the AWF is to underwrite a "Surgeons of Hope"trip to the new mother/child hospital in Kabul, Afghanistan, for urgent medical training of Afghan medical staff in caring for mothers and infants. The event would be held on Friday, Saturday and Sunday, November 18, 19 and 20, with the projected number of participants being 160-180 and spectators numbering 400. The host hotels would be the Spa Resort Casino and Hotel Zoso, Item No. 5 ,A. DATE: June 29, 2005 NEW BUSINESS SUBJECT: WAIVER OF GREENS AND CART FEES FOR THE AWF DESERT CELEBRITY CLASSIC FROM: Scott Mikesell, Director, Department of Parks and Recreation PAGE: Two with a total projected number of room nights being 220. The projected net tournament revenue is $548,000 and the projected net tournament expenses are $305,000, with a total profit of$243,000. The City of Palm Springs would be named as a Co-Presenting Sponsor, with an estimated value of $90,000 in branding the City by bringing celebrity golf, at its highest level, back to where it started. According to the City's "Tournament and Group Play Policy," ten percent (10%) of each player's entry fee is to be allocated toward the purchase of merchandise at Tahquitz Creek Golf Resort to assist in offsetting administrative costs associated with conducting the event and for ongoing support of retail operations at the pro shop. As stated in the application, the tournament entry fee for this event would be an average of$1,800 per person,with $22,000 going to Tahquitz Creek Golf Resort for its merchandise and management fee. According to the applicant's estimated number of players (160-180) and the $1,800 per-person entry fee, the golf resort should receive a minimum of$28,800(160 participants x$1,800 per person x 10%). Also, in accordance with the City's "Tournament and Group Play Policy," requests for full waiver of greens fees "will only be considered if requesting a weekday (Monday through Thursday) tournament date. All requests for weekend (Friday through Sunday) and holiday tournament dates will be considered at the prevailing Resident Discount Rate for each participant." The request, as presented, is not in accordance with the City's policy. The policy also states that if the tournament is a Pro Am or other similar celebrity/amateur event, "celebrities and other dignitaries may receive full waiver of greens fees at the discretion of the City Manager or his designee; however, the total number of celebrity players receiving full fee waivers in this manner shall not exceed twenty-five percent (25%) of the total number of participating tournament players. These waivers will only be granted during the approved tournament dates." As part of the criteria to be met under the City's policy, a guarantee that a minimum fifty percent (50%) of the proceeds designated to go to charity must benefit the City of Palm Springs or a Palm Springs charitable organization/foundation.According to the application, AWF is restricted in the manner in which it can disperse funds. Its mandate is to support and aid humanitarian causes in Afghanistan. Unless it partners with a local charity,the net charitable proceeds must go to Afghanistan and this mandate must be enforced in year one. However, the AWF is exploring how it can support a local charity by designating certain charitable items sold at auction, for instance, as gifts to local causes. The AWF is currently working with Desert Hospital on this aspect of the tournament. The primary objectives of the promoters at this early stage are to secure the venue and determine the cost of City fees in doing so. At its June 8 meeting, the Parks and Recreation Commission unanimously (7/0) voted to recommend that City Council deny the request for waiver of greens and cart fees for this event. FISCAL IMPACT: Peak season rental rates at both Tahquitz Creek Golf Resort courses are estimated to be between $10,000 and $12,000 per day, or estimated unrealized revenue of as much as $36,000 for the entire weekend.
