PROPOSED RESOLUTION IN SUPPORT OF THE PALM SPRINGS DESERT RESORTS CONVENTION AND VISITORS AUTHORITY AND IT'S OBJECTIVES: RECOMMENDATION: Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA IN SUPPORT OF THE PALM SPRINGS DESERT RESORTS CONVENTION AND VISITORS AUTHORITY, THE CREATION AND OBJECTIVES OF A SPECIAL COMMITTEE TO REVISE THE BYLAWS, AND THE RECRUITMENT OF A NEW PRESIDENT." RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, IN SUPPORT OF THE PALM SPRINGS DESERT RESORTS CONVENTION AND VISITORS AUTHORITY, THE CREATION AND OBJECTIVES OF A SPECIAL COMMITTEE TO REVISE THE BYLAWS, AND THE RECRUITMENT OF A NEW PRESIDENT WHEREAS, the Palm Springs Desert Resorts Convention and Visitors Authority (CVA) was established in 1989 to promote tourism in the Coachella Valley; WHEREAS, the CVA is a Joint Powers Authority consisting of eight valley cities and the County of Riverside; WHEREAS, tourism is estimated to be a $1.1 billion industry attracting more than 3 million visitors to the Coachella Valley each year; WHEREAS, over 100,000 people either work in local hotels, restaurants, entertainment venues or visitor-related attractions throughout the Valley; WHEREAS, travel and tourism ranks as one of Palm Springs' largest industries in terms of revenues generated; WHEREAS, the CVA has been under intense scrutiny in recent months following allegations of mismanagement and the subsequent release of an audit which uncovered a number of accounting oversights and inadequate money-handling practices; WHEREAS, the President of the CVA was placed on administrative leave and later resigned in light of these allegations of misconduct; WHEREAS, the departure of the CVA's President, coupled with an investigation that exposed major management and accounting deficiencies, have come at a time when tourism dollars are at a premium; and WHEREAS, given the importance of tourism to the economic, social, and cultural well-being of the Coachella Valley as a whole, the Palm Springs City Council believes that the CVA is a critical organization that must be preserved and restructured. SUPPLEMENTAL MATERIALS ITEM No. 5.13. NOW, THEREFORE, BE IT RESOLVED Section 1. The City Council does hereby support the CVA and its mission to promote tourism in the Coachella Valley. Section 2. The City Council encourages the CVA to proceed in an expeditious manner with the recruitment and selection of a new CVA President. Section 3. The City Council recommends that the selection of a new CVA President occur no later than August 2005. Section 4. The City Council does hereby endorse the creation of a Special Committee by the CVA Executive Board to make recommendations as appropriate on by-law changes and policy measures to ensure adequate accountability of public tax dollars, and inclusion of tourism stakeholders as voting members of the CVA Board. Section 5. The City Council further endorses the Mayor and City Manager as appointees to the CVA Special Committee.
