CITY COUNCIL STAFF REPORT
DATE: JUNE 2, 2010 PUBLIC HEARING
SUBJECT: PUBLIC HEARING, EVALUATION OF PROTEST PROCEEDINGS, AND
ADOPTION OF A PROPOSED ORDINANCE TO MODIFY THE BASIS
AND METHOD OF LEVYING ASSESSMENTS AND THE RENEWAL OF
THE PALM SPRINGS BUSINESS IMPROVEMENT DISTRICT (BID),
AND THE LEVY OF THE FISCAL YEAR 2010-11 ASSESSMENTS,

RECOMMENDATION:
1 . Continue the public hearing and the acceptance of ballots/protests, without public
testimony at this time, to June 16, 2010.
2. Direct the City Clerk to post a Notice of Continued Public Hearing.
STAFF ANALYSIS:
Staff recommends the City Council continue the public hearing and the acceptance of
ballots/protests for the Palm Springs Business Improvement district to June 16, 2010.
As of the date of this report, only 127 ballots out of the 397 ballots mailed to businesses
within the district have been received by the City.
This will enable staff additional time to send businesses within the district additional
information, the importance of the balloting process, and a reminder to submit a ballot.
All BID ballots received thus far remain un-opened and in the Office of the City Clerk.
Staff will set a time and place for the opening of the ballots, and invite any interested
party to observe the opening and tabulation.
