EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
PROGRAM FOR FISCAL YEAR 2010-11 LOCAL SOLICITATION IN THE
AMOUNT OF $35,436

SUMMARY
The Palm Springs Police Department is seeking authorization from the City Council to
submit a 2010 JAG Local Solicitation grant and for authorization for the City Manager to
execute all necessary documents associated with this grant application. The total grant
amount will be $35,436, the monies for which have been allocated to the City of Palm
Springs. The Palm Springs Police Department is also asking for authorization to accept
any monies awarded relative to this grant.
RECOMMENDATION-
1. Open the public hearing and receive public testimony.
2. Authorize the Palm Springs Police Department to submit a 2010 JAG Local
Solicitation grant to the United States Bureau of Justice Assistance.
3. Accept $35,436 in grant funding from the United States Bureau of Justice
Assistance.
4. Authorize the City Manager, or his designee, to sign and execute all necessary
documents.

STAFF ANALYSIS:
The Palm Springs Police Department recognizes the importance of maintaining a
positive relationship with its citizens, business owners, and visitors of Palm Springs.
The Citizen's Police Academy has proven to be an invaluable tool in maintaining this
relationship, offering a forum during which questions can be answered and participants
have the opportunity to interact with Department personnel on a personal level. The 13-
week program offers participants information about a broad range of topics related to
the operation and functions of the Department.
Historically, this program had been offered to the citizens of and visitors to Palm Springs
approximately three times a year. For budgetary reasons, the Palm Springs Police
Department was forced to suspend several Citizen's Police Academy classes. The
grant funding would be used to pay personnel costs for those providing instruction
during the course as well as for advertising, promotion, and materials. It is anticipated
that the grant funding will allow the Department to offer a minimum of one Citizen's
Police Academy per calendar year during the grant period.
Under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. FY 2010
Local Solicitation, the Palm Springs Police Department has been allocated $35,436 in
federal grant funding. The Police Department is seeking approval to apply for Bureau of
Justice Assistance funding for this grant and to accept the awarded monies.
This grant period duration is between 07/1/10 and 6/30/13.
FISCAL IMPACT:
None. This is a reimbursable cost grant program. No matching funds are required to
obtain this grant funding.

NOTICE IS HEREBY GIVEN that the City Council of the City of Palm Springs,
California, will hold a public hearing at its meeting of June 2, 2010, The City Council
meeting begins at 6:00 PM, in the Council Chamber at City Hall, 3200 E. Tahquitz
Canyon Way, Palm Springs.
The purpose of this hearing is to consider an application by the Palm Springs Police
Department for authorization for preparation and submission for a grant from Bureau of
Justice Assistance.
REVIEW OF INFORMATION: The staff report and other supporting documents
regarding this matter are available for public review at the City Hall between the hours
of 8:00 a.m. and 6:00 p.m., Monday through Thursday. Please contact the Office of the
City Clerk at (760) 323-8204 if you would like to schedule an appointment to review
these documents.
COMMENTS: Response to this notice may be made verbally at the Public Hearing
