P Px16q ♦Qe °may Q V N •• �'neum r9 -City Council Staff Report DATE: June 2, 2010 CONSENT CALENDAR SUBJECT: PURCHASE OF WATER COOLED CHILLER FOR THE CITY OWNED BUILDING AT 3111 EAST TAHQUITZ WAY (FORMER COUNTY BUILDING). Ready, City Manager BY: Department of Community & Economic Development SUMMARY The City Council will consider approving the purchase of a similar sized chiller replacement unit for increased energy-efficiencies and energy cost-savings at the City-owned facility of 3111 East Tahquitz Canyon Way (the former County Health building). Funds are being provided through the City's Energy-Efficiency and Conversation Block Grant (EECBG) award under the American Recovery and Reinvestment Act as a formula-based allocation. The approval of this purchase will allow staff to proceed with the installation of this equipment as a public project. RECOMMENDATION- 1) Approve the purchase of new Carrier water cooled chiller equipment and appurtenant items from B&M Air Conditioning of Palm Springs, CA, in the total amount of$45,626.63; and 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: On October 7, 2009, the City Council accepted the United States Department of Energy, Office of Energy Efficiency & Renewable Energy award of $225,600 under the EECBG program. The funds are to be used to retrofit the former Riverside County Family Health Clinic Building with newer and more energy-efficient HVAC and interior lighting systems. HVAC system retrofitting began first with the replacement and upgrade of the antiquated Cooling Tower with variable frequency drive motor. The next phase is this Chiller component. Southern California Edison's Desert Energy Efficiency Partnership Audit Results projected that these improvements will have a 108,486 kWh Annual Electricity Saving equating to $14,103 Annual Cost Saving. SCE's Audit Results estimated Rebate Program Incentives of $16,272. Procurement staff worked closely with Community & Economic Development and Facilities staff to obtain the chiller specifications and conducted Request for Quotes (RFQ) 2010-11. The Request for Quotes was sent to 12 vendors. The City received 2 bids in response to ITEM NO, City Council Staff Report June 2, 2010-Page 2 of 2 EECBG Chiller Purchase the RFQ, ranging from $45,626.63 to $46,521.10. B&M Air Conditioning of Palm Springs, CA_ was the lowest responsive, responsible bidder providing a Carrier Water Cooled Screw Chiller meeting specs. This action is for the purchase and delivery only of the chiller itself. City staff will perform the installation. FISCAL IMPACT: There are no matching fund contributions required of the City and no direct fiscal impact to the General Fund. These dollars are the City's allocated federal funds from the U.S. Department of Energy's Energy-Efficiency and Conservation Block Grant (EECBG) program of the Recovery Act. This public project is being entirely appropriated from the EECBG Fund Account No. 1 70-321 9-50015 — Specialized Equipment, which sufficiently covers this purchase. rc� 7 14 DALE E.
