A4998 WITH PARSONS TRANSPORTATION GROUP, INC. FOR A PRELIMINARY PLANNING/PRE-ENGINEERING/DESIGN FOR FEDERAL INSPECTION SERVICES (FIS) FACILITY, TERMINAL/TICKETING EXPANSION, AND FULLY-AUTOMATED EXPLOSIVE DETECTION SYSTEM (EDS) REMOTE FACILITY STUDY FROM: David H. Ready, City Manager BY: Department of Aviation SUMMARY Amendment No. 2 to Agreement No. A4998 with Parsons Transportation Group, Inc. for a preliminary planning/pre-engineering/design for Federal Inspection Services (FIS) facility, terminal/ticketing expansion, and fully-automated Explosive Detection System (EDS) remote facility study: RECOMMENDATION: 1. Approve Minute Order No. authorizing Amendment No. 2 to Construction Management Services Agreement No. 4998 with Parsons Transportation Group, Inc. to provide a preliminary planning/pre- engineering/design for Federal Inspection Services (FIS) facility, terminal/ticketing expansion, and fully-automated Explosive Detection System (EDS) remote facility study at a do not to exceed cost of$100,000.00. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: In November of 2004, the City Council awarded Parsons with a construction management services contract for specific improvement projects at the Palm Springs International Airport. As part of that agreement, when and if services listed in the agreement are required, an amendment to the agreement would be submitted to the City Council for approval. Item No. 2 . 1 . City Council Staff Report (July 6, 2005) --Page 2 (Construction Management Services) The attached amendment will allow Parsons to proceed with developing the preliminary planning/engineering/design preparation and cost documentation related to Federal Inspection Services (FIS) facility, terminal/ticketing expansion, and fully-automated remote EDS facility modifications at the Airport. This work falls within the scope of the existing contract under "Program Guidance", and was envisioned to be financially supplemented as projects are identified. This preliminary work is essential to position the identified projects for future federal funding. Parsons has the necessary resources and expertise to perform the work as indicated. FISCAL IMPACT: Preliminary planning/pre-engineering/design for Federal Inspection Services (FIS) facility, terminal/ticketing expansion, and fully-automated Explosive Detection System (EDS) remote facility studies are estimated not to exceed a cost of $100,000.00. (herein"CONSTRUCTION MANAGER") is hereby amended effective , as follows: RECITALS The City and Construction Manager entered into that certain Contract Services Agreement No 4998 for Construction Management Services ("Agreement"), as duly amended from time to time. The parties wish to amend the Agreement pursuant to the terms of this Amendment to add additional services to be performed by the Construction Manager and increase the Contract Sum to authorize payment for such additional services. Task: Federal Inspection Services (FIS) Facility - Consistent with FAA AC 150/5360-13, Plant-ring and Design Guidelines for Airport Terminal Facilities (as amended), specifically Chapter 6 - Federal Inspection Services (FIS) Facilities, Chapter 4 - Terminal Apron Areas, and U.S. Customs Service publication Airports-USA and Pre-clearance Facilities-guidelines for Federal Inspection Services, provide for the following.
