CITY COUNCIL STAFF REPORT DATE: JUNE 16, 2010 CONSENT CALENDAR SUBJECT: SPECIAL TESTING AND INSPECTION SERVICES AGREEMENT -- NEW ANIMAL CARE FACILITY PROJECT FROM: David H. Ready, City Manager BY: Owner's Representative SUMMARY The proposed action would result in the hiring of a consultant to perform Special Testing and Inspection Services, as required by the Building Code, for the new Animal Care Facility Project. RECOMMENDATION: 1) Approve a professional services agreement for special testing and inspection services, in a form approved by the City Attorney, with Southern California Soils & Testing, Inc., of Indio, CA in the amount of $78,000 for the Palm Springs Animal Care Facility Project. 2) Authorize the City Manager to sign and execute all necessary documents. STAFF ANALYSIS: For the construction of the Palm Springs Animal Care Facility the building code requires the use of a special material testing and inspection firm. The Procurement and Contracting Division prepared, posted, advertised and distributed RFP 08-10 for these services with proposals due on March 2, 2010. A pre-proposal estimate for the work was established at $110,000, The City received thirteen (13) responsive proposals complying with the requirements of the RFP document. A three member staff review panel evaluated and ranked the proposals from the firms and Southern California Soils & Testing, Inc. (SCS&T) was ranked number one; a local Indio firm. MF. M ^10. ct. N City Council Staff Report June 16, 2010- Page 2 Animal Shelter Special Testing & Inspection Contract Baseline cost proposals were provided under separate cover by the proposers, and with those numbers as well as the various firms commitments on the use of minimum hours per inspection, staff has been able to negotiate a contract with hourly rates down from the proposed $95 to $78 for inspection services. SCS&T stated in their proposal that no minimums shall apply. The proposed long form professional services agreement is on file in the Office of the City Clerk. Attached to this staff report is the Budget Estimate Summary prepared by Southern California Soils & Testing, Inc. FISCAL IMPACT.
