City Council Staff Report DATE: July 20, 2005 CONSENT CALENDAR SUBJECT: AUTHORIZE THE CITY MANAGER TO ACCEPT GRANTS FROM THE FEDERAL AVIATION ADMINISTRATION FROM: David H. Ready, City Manager BY: Department of Aviation SUMMARY Each year the Palm Springs International Airport (PSP) receives federal grants under the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP). The Airport receives an annual entitlement grant based on passenger activity and can compete for discretionary funds with other airports in the region. RECOMMENDATION: 1. Approve Minute Order No. , authorizing the City Manager to accept federal grant 3-06-0181-38 (AIP38) for a total amount not to exceed $11,000,000; 2. Approve Minute Order No. , authorizing the City Manager to accept federal grant 3-06-0181-39 (AIP39)for a total amount not to exceed $7,000,000; and 3. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: Staff has received an offer from the FAA to accept federal grant AIP38 in the amount not to exceed $11,000,000. This is a multi-year grant that encumbers the Airport's entitlement monies in FY2005, 2006 and 2007. These funds are for the completion of City Project No. 2005-01 Expand Terminal/Holdrooms — Add Checkpoint Phase 3 and City Project No. 2005-10 Expand Term inal/Holdrooms — Add Checkpoint Phase 3 Part 2. At the end of the FAA's fiscal year, there is potential for availability of FAA discretionary monies for airports that have grant applications on file and projects ready to move forward. The FAA has indicated that a discretionary grant under AIP39 in an amount Item No. 2 . H . City Council Staff Report (June15, 2005) -- Page 2 (Terminal Expansion/Holdroom-add Checkpoint Phase 3 (Part 2) not to exceed $7,000,000 is anticipated to be offered to PSP no later than August 31, 2005. These funds will be used in the new construction of City Project No. 2005-10 Expand Terminal/Holdrooms — Add Checkpoint Phase 3 Part 2. It is recommended that the City Council authorize the City Manager to accept this federal grant for airport development and improvement projects that are consistent with PSP's Airport Master Plan and the FAA's Airport Capital Improvement Program (ACIP). Once a grant offer is made, the Airport must be able to react promptly to ensure timely acceptance of grants. Since the City Council may not have a meeting in August 2005, staff is bringing both minute orders forward for adoption in anticipation of receiving these two federal grants in August 2005. FISCAL IMPACT: These FAA grants will fund 95% of eligible project costs, the remaining 5% will be funded from the Airport's general funds, and will be spread over the next three fiscal years.
