SUBJECT: Airfield Pavement Sealant

SUMMARY
This action will provide for the acquisition of asphalt surface sealant material that will be
used on the Airport's pavement surfaces.
RECOMMENDATION:
1. Approve the purchase of 17,600 gallons of sealant concentrate, as specified in
Invitation for Bid #10-08, from Granite Construction Company of Indio, California
in the amount of$118,668.00.
2. Authorize City Manger, or his designee, to execute all necessary documents.
STAFF ANALYSIS
The Airport Commission recommended in the budget an expenditure of up to $198,000 for
pavement maintenance expenses.
The Airport's most expensive and ubiquitous asset is its paved surfaces for runways,
taxiways, aprons, roadways, and parking lots. Taking all of the Airport's paved surfaces
into consideration, there is the equivalent of approximately 80 miles of two lane highway
within its property boundary. The material being purchased through this bid is for
maintaining and preserving these asphalt pavements. For years the Airport Department
has relied on outside contractors to perform this type of pavement work. A new program
is now being implemented utilizing in-house Airport staff whereby the materials will be
purchased and then applied. This new program will not only result in savings, but will
provide for a more consistent and effective pavement maintenance program.

Airfield Pavement Sealant
The Procurement and Contracting Division worked closely with the Airport Department
to conduct formal invitation for the procurement of the material through Bids (IFB) #10-
08.. The bid was publicly advertised, posted to the City's website, and notices
distributed to twelve (12) potential providers. Two (2) providers responded and the
results of the bid are tabulated below:

The unit cost is $6.20 per gallon, including delivery, for a total of$118,668. The 17,600
gallons of material shall be delivered in 275 gallon totes in three equal shipments over
the course of the next 12 months.
FISCAL IMPACT:
The cost of the Surface Sealant for the Pavement Management Program for the Airport
will be $118,668.00 and funds are available in account number 416-6501-56104.
