FROM: David H. Ready, City Manager BY: Michele Mician, Manager, Office of Sustainability SUMMARY: The state is updating three core components of its Clean Cars Program: Vehicle Global Warming Standards (LEV III-GHG), Low Emission Vehicle Program (LEV III-Criteria Pollutant), and Zero Emission Vehicle Program (ZEV). The attached Resolution supports the comprehensive updating of the Clean Cars Program which will promote the manufacture and purchase of clean cars, reduce our dependence on oil, save consumers money, reduce air pollution, and support new jobs and investment in California's clean energy economy. RECOMMENDATION: Staff recommends that City Council 1) Approve the Resolution in support of the California Air Resources Board Clean Cars Program and the updates that will be made this year. 2) Authorize the Office of Sustainability to file the Resolution with the California Air Resources Board. STAFF ANALYSIS: The City of Palm Springs has made a commitment to reduce greenhouse gas emissions. A strengthened California Clean Cars Program will deliver significant reductions of greenhouse gas pollution in California. In addition, the City of Palm Springs has taken the initiative to support alternative fuel and Plug-In electric vehicles. By adopting this resolution in support of the updated Clean Cars Program the City will further establish this commitment to support low and zero emissions vehicles. ITEM NO. _��! City Council Staff Report July 21, 2010- Page 2 GHG Inventory and Report Agreement The state is updating three core vehicle programs as part of the Clean Cars Program updates: • Vehicle Global Warming Standards (LEV III-GHG): This program will make sure new cars and light trucks produce fewer emissions that contribute to climate change. The updated rules will apply to vehicles starting in 2017. • Low Emission Vehicle Program (LEV III-Criteria Pollutant): This program will ensure that new cars and light trucks produce fewer harmful emissions that contribute to smog and hurt public health. The updated rules will apply to vehicles starting in 2014. • Zero Emission Vehicle Program (ZEV): This program will make sure that the newest, gasoline-free, ultra clean vehicle technologies — such as electric and hydrogen fuel cell cars — are brought to California. The updated rules will apply to vehicles starting in 2015. FISCAL IMPACT: There is no direct fiscal impact associated with the adoption of this resolution. Long term, however, the companies that are building the clean, green cars of the future, such as Tesla Motors, Quantum, and Better Place are based in California will contribute to the economy. According to the California Air Resources Board, 25,000 plug-in hybrid electric vehicles per year are projected to be sold in California by 2012-2014. Car dealerships which sell these vehicles may bring in substantial sales dollars, increasing tax revenues at the local level. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA SUPPORTING THE CALIFORNIA AIR RESOURCES BOARD'S LEADERSHIP IN PROMOTING CLEAN AND ENERGY EFFICIENT MOTOR VEHICLES, ENERGY INDEPENDENCE, ZERO EMISSION TECHNOLOGIES AND IMPROVED QUALITY OF LIFE IN CALIFORNIA WHEREAS, the California Legislature enacted AB 1493 (Pavley, 2002) directing the California Air Resources Board to adopt regulations to achieve the maximum feasible and cost-effective reduction in greenhouse gases from passenger vehicles; and the California Air Resources Board adopted clean vehicle regulations in 2004; and WHEREAS, thirteen other states and Washington D.C. have adopted California's regulations; and in coordination with the Obama Administration and America's automobile manufacturers, the United States Environmental Protection Agency and the United States Department of Transportation have based new national standards on California's clean car regulations; and WHEREAS, in 2010, the California Air Resources Board plans to develop and adopt new vehicle regulations to reduce criteria air pollutants, greenhouse gases and promote the development and deployment of zero emission vehicle technology options for consumers; and WHEREAS, strengthening California's motor vehicle programs will improve California's air quality, promote energy independence, support new jobs and investments in clean technology, help California achieve its goal of reducing global warming emissions, and will continue California's long history of national leadership on air quality and environmental policy; now, therefore be it THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City of Palm Springs urges the State of California and the California Air Resources Board to continue its national and international leadership role in reducing greenhouse gases and promoting clean vehicle technologies by moving forward quickly to develop and adopt expanded Low Emission Vehicle (LEV III) standards to reduce criteria air pollutants and greenhouse gases. SECTION 2. That the City of Palm Springs urges the State of California to strengthen the state's zero emission vehicle program to protect the health of California's economy, environment and its people. 3 Resolution No. Page 2 ADOPTED THIS DAY OF , 2010.
