Ready, City Manager BY: Airport Department SUMMARY Palm Springs International Airport (PSP) receives federal grants under the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP) to fund many eligible projects. This action will authorize the acceptance of a grant for the environmental phase of the Airport's Master Plan. RECOMMENDATIONS: 1. Authorize the City Manager to accept Federal Aviation Administration (FAA) Grant No. 3-06-0181-XX in an amount Not to Exceed $500,000 for the Airport Master Plan Environmental Phase. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: About one year ago, the Airport received the FAA AIP Grant 42 in the amount of $500,000 to fund the new Airport Master Plan Study. This phase of the study is complete and on January 13, 2010 the Airport Commission received the draft Airport Master Plan as developed and recommended proceeding with the environmental phase of the program to satisfy the NEPA and CEQA requirements. Although the Airport Commission has not yet met at the time of publication of the Council agenda, they are scheduled to meet on July 21 to take up the recommendation. This grant will fund the entire federal environmental portion (NEPA), and the airport will need to fund the state required elements related to (CEQA). Once the grant is received, a contract with HNTB Corporation will be brought to Council for approval and the project will City Council Staff Report July 21, 2010--Page 2 Accept AIP Grant—Master Plan commence. FISCAL IMPACT: The FAA AIP Grant will fund 95% of eligible Master Plan project costs, the remaining 5% plus all ineligible costs of the project will be funded as follows: (FAA 95%): $500,000 416-6601-56102 (FY 09/10 Budget - Continuing Appropriation) (City 5%): $26,316 416-6401-56102 (FY 09/10 Budget - Continuing Appropriation) Not To Exceed Ineligible AIP Costs: $150,000 416-6401-56110 (FY 10/11 Budget) These figures may vary and the grant figures will be adjusted as the final scope of the program receives FAA approval and the contract's scope and fee is complete. ,:�,-A,VcAd't --- Thomas Nolan A.A.E., Executive Director—Airport David H.
