Ready, City Manager i BY: Community & Economic Development I SUMMARY This is a non-binding First-Source Hiring Agreement established by the Riverside County Workforce Development Board to assist cities with business attraction and retention programs. The City shall utilize the WDC as a First-Source Agency by referring businesses to the WDC for assistance with staffing needs, training and tax incentives. RECOMMENDATION: 'I. Approve the non-binding First-Source Hiring Agreement between the Workforce Development Centers of Riverside County (WDC) and the City of Palm Springs (City), STAFF ANALYSIS: In years 1996, 1999 and 2000, the Economic Development Department utilized the services of the WDC as a referral resource for the Business Retention and Expansion Program (BREP). As a result of the one-on-one interview process, a total of 379 businesses were interviewed, of which, 166 business owners requested and received follow-up contact about the WDC services. In 1998 the City of Palm Springs Economic Development Department and the Palm Springs Economic Development Corporation took the lead role in the site selection, construction and development of the first public/private Workforce Development Center established in the County. Located in Palm Springs at 1111 Tahquitz Canyon Way, the WDC served the needs of job seekers and employers from 1998 to 2004. In 2004 the County consolidated the Palm Springs office with the Indio WDC, Palm Springs job Item No. 2 . H . Although the BREP is not an active program, Economic Development staff keeps up-to- date information about the services of WDC. Whenever a need is identified, new and i existing businesses are referred to the WDC for employee recruitment and training services. i j The non-binding First-Source Hiring Agreement assures the County that the City will refer businesses to the WDC for staffing needs, training and tax incentives. The City agrees to notify the WDC about a business' recruitment or training needs; coordinate an introduction between the business and WDC and communicate with the business for i program evaluation and improvement. 'The County will conduct a program evaluation 12 to 18 months after the Agreement is ` executed. The evaluation statistics complied shall include: the name and number of (businesses participating; services provided to the businesses; number of job applicants recruited; number of applicants receiving training or other job related preparatory ;services; number of applicants hired by the businesses; and any additional statistical information required by the City. I I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that this Minute Order approving the Non-Binding First-Source Hiring Agreement between the Workforce Development Center of Riverside County (WDC) and the City of Palm Springs (City) was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 7th day of September, 2005. I I I I James Thompson, City Clerk I FIRST-SOURCE HIRING AGREEMENT This non-binding, First-Source Hiring Agreement is by and between the Workforce Development Centers of Riverside County (hereinafter referred to as "WDC) and the City of Palm Springs (hereinafter referred to as "City"). Introduction: The Workforce Development Centers of Riverside County were established by the Workforce Development Board and the Economic Development Agency. The WDCs are responsible for a variety of employment and training services (see attachment A) and are available to assist cities with business attraction and retention. Purpose: As the City works directly with a new or existing business that is either relocating or expanding, the City shall utilize the WDC as a First-Source Agency by referring the business to the WDC for assistance with staffing needs, training and tax incentives. Mechanics of Employment Plan: Once the City has received a commitment of business creation, relocation or expansion within their community, the business will be provided with a Workforce Development Center packet including key contacts. Further, the City shall provide appropriate contact information to the WDC, enabling WDC staff to proactively offer employment i and training assistance to the business. It shall be the responsibility of the WDC to provide the City with not less than a monthly, written update regarding the status of WDC involvement and assistance with the business needs. Scope of Agreement: 'This Agreement calls for certain activities to be completed by the Workforce Development Centers of Riverside County, the City of Palm Springs and the business. Participant Responsibilities; 'The WDC shall: Work with the appointed City Employment Coordinator in identifying new or expanding businesses; • Meet with business to determine employment needs and describe available employment benefits; • Coordinate services with other agencies such as Employment Development Department (EDD), Department of Social Services/GAIN and other community-based organizations; • Serve as lead agency in the coordination of services including: 1) identification and screening of potential applicants, 2) recruitment and i screening facilities and 3) testing of applicants if required; • Coordinate training resources such as vocational schools, community colleges, customized training, On-the-Job Training, Employment Training Panel (ETP); and • Coordinate tax incentive programs. i The City shall: • Notify the appointed WDC representative at such time as is appropriate for i the City to engage assistance but not later than the time the business submits an application for a City Business License; • Coordinate an introduction between the business and the WDC; and • Continue communication with the business for program evaluation and improvement. Participating businesses shall: • Have the right without discrimination to have any and all applicable employment services made available through the WDC; and • Have a single-source contact within the WDC to coordinate and facilitate all activities. ivaluation: At a period of not less than one year and not more than 18 months from the beginning of the executed Agreement, each of the parties (WDC and City) shall conduct a formal program evaluation meeting whereas the following statistics shall be compiled for the benefit of analysis: 1. Name and number of business participating during the reporting period; 2. Services provided to each business; 3. Number of job applicants recruited; 4. Number of applicants who received training or other job related preparatory services; 5. Number of applications referred to each business; 6. Number of applicants hired by each business; 7. Any additional statistical information required by the City; and 8. Comments and evaluation by both signatories and participating businesses.
