I FROM: David H. Ready, City Manager BY: Police Department I SUMMARY Shortly after September 11, 2001, the Department of Justice (DOJ) developed stricter t policies and procedures for all law enforcement agencies who access DOJ's National Crime Information Center (NCIC) via their mobile data computers (MDC's). One of the new policies requires all law enforcement agencies which access NCIC via their MDC's to have an encryption package in place in order to protect the sensitive data. Although DOJ has had this new policy in place for a few years, they were not requiring all law enforcement agencies to have encryption in place until they were in the process i of upgrading or changing their existing systems. In May of 2005, the Palm Springs Police Department upgraded their existing CAD/RMS system. We are now in violation of DOJ's policies and procedures and are required to install an i encryption system to protect the sensitive data received on our MDC's. RECOMMENDATION: 1. Adopt Minute Order No. , approving the purchase of an encryption package from Advanced Digital Systems, Inc., in the amount of$31,201.88. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: In order to be in compliance with the Department of Justice's policies and procedures, the police department must have an encryption package. If an encryption package is not purchased in a reasonable amount of time, the Department of Justice will discontinue the police department's access into the National Crime I Item No. 2 . 1 . APPROVING THE PURCHASE OF AN ENCRYPTION PACKAGE FROM ADVANCED DIGITAL SYSTEMS, INCORPORATED IN AN AMOUNT NOT-TO-EXCEED $31,201.88 AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS. HEREBY CERTIFY that this Minute Order, authorizing the City Manager to approve the purchase of an encryption package from Advanced Digital Systems Incorporated, in an amount not-to-exceed $31,201.88 was approved by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 7th day of September, 2005.
