Ready, City Manager BY: Michele Mician, Manager, Office of Sustainability SUMMARY: A resolution of the City Council of the City of Palm Springs supporting the Office of Sustainability's application and participation in the Institute for Local Government's Beacon Award and Local Leadership program. RECOMMENDATION: Staff recommends that City Council adopt Resolution No. , a resolution of the City Council of the City of Palm Springs supporting participation in the Institute for Local Government's Beacon Award for Local Leadership Toward Solving Climate Change. STAFF ANALYSIS: Participation in the Beacon Award program is voluntary and provides local agencies and their leaders with positive recognition for sustainability leadership efforts and resource conservation. The Beacon Award recognizes and celebrates California cities and counties that: • Reduce greenhouse gas emissions and energy use; • Adopt policies and programs to address climate change; and • Promote sustainability. Cities and counties will be honored with Silver, Gold and Platinum Beacon Awards for achieving specified measurable reductions in greenhouse gas emissions and energy savings in agency facilities and by achieving measurable greenhouse gas reductions and promoting energy conservation in the community. They will also be recognized for achieving interim accomplishments. ITEM NO. --- City Council Staff Report September 8, 2010 - Page 2 Beacon Award Resolution To be accepted as a Beacon Award participant, cities and counties must complete seven steps; 1. complete an application form; 2. Designate a lead staff person as a point of contact; 3. Prepare, or commit to prepare, a baseline greenhouse gas emissions inventory for agency facilities and the community as a whole; 4. Prepare, or commit to prepare, a climate action plan that includes actions in each of the Best Practice Areas; 5. Demonstrate compliance with AB 939, the California Integrated Waste Management Act of 1989; 6. Adopt a resolution by the governing body committing the agency to participate in the program; and 7. Achieve specified measurable greenhouse gas reductions and energy savings in agency facilities, and achieve measurable greenhouse gas reductions and promote energy conservation activities in the community. The City of Palm Springs has completed the first five steps in the process. Adoption of this resolution, completion of the greenhouse gas emissions inventory and climate action plan, and reducing emissions in facilities and in the community will lead to the City receiving a Beacon Award. Cities and counties which achieve one or more of the Beacon Award levels will be recognized by being listed on the Beacon Award section of the Institute for Local Government's website and acknowledgement at selected League of California Cities and California State Association of Counties events. FISCAL IMPACT: There is no fiscal impact that results from adopting the resolution. The Beacon Award recognizes and celebrates California cities and counties that: Local Leadership Toward Solving Climate Change • Reduce greenhouse gas emissions and save energy; • Adopt policies and programs to address climate change; and • Promote sustainability. Participating in the voluntary Beacon Award program provides local agencies and their leaders with positive recognition for saving energy, conserving resources, promoting sustainability and reducing greenhouse gas emissions. It lets them shine a bright light on their accomplishments for their residents, colleagues and others. 3 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS SUPPORTING PARTICIPATION IN THE INSTITUTE FOR LOCAL GOVERNMENT'S BEACON AWARD: LOCAL LEADERSHIP TOWARD SOLVING CLIMATE CHANGE WHEREAS, the City of Palm Springs is undertaking policies, programs and activities to reduce greenhouse gas emissions and save energy; and WHEREAS, these policies, programs and activities conserve natural resources, save energy and money, and promote sustainable land use and transportation planning in the community; and WHEREAS, cities and counties statewide are leading by example by adopting innovative sustainability programs and policies, including working with community residents, business groups and others; and WHEREAS, the City of Palm Springs City Council has adopted the Palm Springs Path to a Sustainable Community, committed to the U.S. Mayor's Climate Protection Agreement, created an Office of Sustainability, and formed a Sustainability Commission; and WHEREAS, the City of Palm Springs wishes to expand these activities, share its experiences with other communities, and be recognized for its accomplishments; and WHEREAS, the Beacon Award: Local Leadership Toward Solving Climate Change is a voluntary program of the Institute for Local Government, the non-profit research and education affiliate of the California State Association of Counties and the League of California Cities; and WHEREAS, the Beacon Award recognizes and celebrates achievements of cities and counties that reduce greenhouse gas emissions and save energy; and WHEREAS, participating in the Beacon Award is an opportunity for the City of Palm Springs to be recognized for its efforts to promote sustainability, reduce greenhouse gas emissions and save energy; now, therefore be it Resolution No. Page 2 THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City of Palm Springs agrees to participate in the Beacon Award: Local Leadership Toward Salving Climate Change; and be it further SECTION 2. That the City of Palm Springs will work towards achieving the Silver, Gold and/or Platinum Beacon Award levels. ADOPTED THIS 8TH DAY OF SEPTEMBER, 2010. David H.
