SUBJECT: Resolution Requesting CaIPERS Board of Administration Approve
Employment Extension for Retiree Martha Edgmon per GCS 2122(h)

SUMMARY
The City of Palm Springs appointed Martha Edgmon to the temporary position of
Executive Assistant Mayor/Council, subject to CaIPERS cap of 960 hours this fiscal
year. Martha Edgmon is temporarily providing a wide variety of administrative support
services to the Mayor and City Council pending a final decision on staffing, and expects
to reach the 960 hour limitation by the middle of January, 2011. Staff estimates an
additional 350 hours will be necessary to complete the temporary assignment. The
attached Resolution seeks CaIPERS approval of such an extension.
RECOMMENDATION:
1. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS REQUESTING THE CALPERS BOARD OF
ADMINISTRATION APPROVE AN EMPLOYMENT EXTENSION PER
GOVERNMENT CODE SECTION 21221(h) FOR RETIREE MARTHA
EDGMON."
STAFF ANALYSIS:
The California Public Employees Retirement System (CaIPERS) generally allows a
retired person to work for a municipality as a temporary employee not to exceed 960
hours in a fiscal year. Per GCS 21221 (h), the limitation on hours may be extended if
the Municipality seeks approval from CaIPERS via Resolution prior to the retiree
reaching the cap.

Employment Extension Request-CalPERS
Martha Edgmon was appointed to a temporary position to provide specialized
administrative services to the Mayor and City Council pending a final decision of
staffing. It is estimated that this will require more hours and will cause the 960 hour cap
to be met by mid January, 2011. It is desirable for the City that Ms. Edgmon continue in
her temporary capacity, and request that CaIPERS approve an employment extension
of an additional 350 hours.
FISCAL IMPACT:
The Mayor and Councilmember's Fiscal Year 2010-11 Budget has sufficient funds for
this extension.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS REQUESTING THE CALPERS BOARD
OF ADMINISTRATION APPROVE AN EMPLOYMENT
EXTENSION PER GOVERNMENT CODE SECTION
21221(h) FOR RETIREE MARTHA EDGMON.
WHEREAS, Martha Edgmon retired from the City of Palm Springs in the position
of Executive Assistant Mayor/Council, effective June 26, 2010; and
WHEREAS, the City of Palm Springs appointed Martha Edgmon to the position
of Temporary Executive Assistant Mayor/Council, a position deemed to be of limited
duration and requiring specialized skills, effective June 28, 2010; and
WHEREAS, Martha Edgmon is expected to reach her maximum of 960 hours this
fiscal year on or about January 15, 2011; and
WHEREAS, due to a major deficit in the City's 2010-11 annual budget, and the
resulting staffing reductions, Martha Edgmon agreed to temporarily step in and provide
a wide variety of highly complex administrative support services to the Mayor and City
Council pending a final decision on staffing;
WHEREAS, Martha Edgmon has specialized administrative skills which include
independently coordinating a variety of tasks from City-wide departmental sources
within demanding time frames; by the high visibility of the Mayor and City Council
Office, and by the need to independently analyze situations and develop responses on
behalf of the Mayor and City Council. Responsibilities include regular contact with
governmental officials, the City Council, representatives of business or community
organizations, the public, and all levels of City personnel. This position is responsible for
ongoing administrative assignments including, but not limited to, reviewing pertinent
materials for the City Council, independently researching and compiling information on
issues as needed for Council consideration; maintaining Council assignments and
priorities; coordinating departmental staff responses, acting as primary liaison for
internal and external inquiries, resolving a majority of issues; and processing highly
confidential and sensitive information frequently requiring the application of discretion
and tact; and
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the CalPERS Board of Administration be requested to approve an
extension for the temporary employment of Martha Edgmon for 350 additional hours
through June 30, 2011.
