INDIAN CANYON DRIVE IN PALM SPRINGS. FROM: David H. Ready, City Manager BY: Public Works and Engineering Department SUMMARY The Community Redevelopment Agency will consider the approval of a contract agreement with Andy Neumann Demolition for the demolition of The Desert Hotel RECOMMENDATION: 1. Adopt Resolution No. , "Approving Agreement No. with Andy Neumann Demolition, in the amount of $75,000.00 for The Desert Hotel Demolition Project, City Project No. CP. 05-14". 2. Authorize the Executive Director to execute all necessary documents. STAFF ANALYSIS: The Community Redevelopment Agency has had a long-standing interest in improving the Indian Canyon Drive corridor in downtown Palm Springs, as evidenced by the previous acquisition in 1988 and subsequent demolition in 2000 of the Rudnick Building on the south side of Fire Station No. 1. The lot was then merged with the adjacent parking lot to become part of the Henry Frank Arcade public parking lot. The former Desert Hotel, at 285 North Indian Canyon Drive is located just north of Fire Station No. 1 in downtown Palm Springs, and has been vacant and in substantial disrepair for many years. With no on-site parking, the property consists of approximately 5,800 square feet of land with five dilapidated one-story and two-story structures previously used as an office and hotel rooms. It has been an attractive nuisance for vagrants with little or no adaptive re-use potential for the existing buildings. On several occasions in the past, real estate brokers approached the Agency to purchase the property and on July 28, 2004, the Agency approved the purchase of the former hotel property for $160,000 plus related costs and fees. The Agency budgeted funds for demolition of the Desert Hotel buildings in fiscal year 2005-06 and on August 26, 2005 completed an Infotox survey of asbestos and lead- based paint at the property to properly inform potential demolition contractors of the existing conditions. Following demolition the property will be held by the Agency for potential redevelopment purposes. The project was advertised for bids on August 30 and September 6, 2005. On September 7, 2005, Engineering Staff conducted an on-site walkthrough of the property for interested contractors and on September 13, 2005 the Procurement & Contracting Manager received the following bids for the demolition of the Desert Hotel buildings: 1. - Andy Neumann Demolition — San Bernardino $75,000.00 2. - J & G Industries Inc. — Fountain Valley $87,033.00 3. - Warren Duncan Construction — Devore $97,900.00 4. - Karcher Environmental - Anaheim $265,500.00 The Engineer's estimate for the project was $87,000.00 The lowest bidder is Andy Neumann Demolition, an individual firm from San Bernardino owned by Andy Neumann. FISCAL IMPACT: Funds are available for this project in Merged Capital & Admin Area No. 1 - Desert Hotel Property, account No. 811-8191-65169. David J. BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT AGENCY of the City of Palm Springs, California, Approving Agreement No. _ with Andy Neumann Demolition, in the amount of $75,000.00 for the Desert Hotel Demolition Project, City Project No. 05-14, and authorize the Executive Director to execute all necessary documents.
