HomeMy WebLinkAbout9/21/2005 - STAFF REPORTS (5) PALM SPRINGS CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, SEPTEMBER 14, 2005 COUNCIL CHAMBER CALL TO ORDER: Mayor Oden called the meeting to order at 6:08 P.M. PLEDGE OF ALLEGIANCE: Mayor Oden led the Pledge. ROLL CALL: PRESENT: Councilmember Foat, Councilmember Mills, Councilmember Pougnet, Mayor Pro Tern McCulloch, Mayor Oden. ABSENT: None. ALSO PRESENT: City Manager Ready, Assistant City Manager Butzlaff, Assistant City Manager Wilson, City Attorney Holland, City Clerk Thompson. PRESENTATIONS: None. ACCEPTANCE OF THE AGENDA: ACTION: Approve the Agenda as presented. Motion Councilmember Mills, seconded by Councilmember Foat and unanimously carried. REPORT OF CLOSED SESSION: City Attorney Holland reported that at 4:30 P.M. Mayor Oden called the meeting to order and the City Council recessed into Closed Session to discuss matters on the posted Closed Session Agenda. The City Council received reports, and no reportable actions were taken. PUBLIC COMMENT: MICHAEL GRANT, Century Vintage Homes, stated he wished they were more involved in the process and understands additional opportunities will arise with respect to development in the Chino Cone. FRANK TYSEN, Palm Springs, commented on building height in the Downtown Development Standards and lack of community input. COUNCILMEMBER COMMENTS AND REQUESTS: None. CITY MANAGER'S REPORT: None. 1. STUDY SESSION: I.A. PRESENTATION OF RECOMMENDATIONS TO THE CITY COUNCIL BY THE CITIZENS TASK FORCE FOR MOUNTAIN AND FOOTHILL PRESERVATION: Councilmember Pougnet, Citizens Task Force Member, presented background information as outlined in the document Palm Springs Item No. 2 . B . City Council Minutes September 14,2005 Page 2 Citizens Task Force on Foothill and Mountain Preservation and Citizens' Task Force for Mountain and Foothill Preservation and Planning. Vic Gainer, Citizens Task Force Member, presented information on the Mission Statement, Guiding Principles, Goals and Methodology, presented a summary of Findings and Accomplishments, and Development Standards for Mountains. Councilmember Mills, Citizens Task Force Member, presented information on the Chino Cone: Planning Areas from the current urgency ordinance, Chino Cone Vision, General Development Standards, creation of a Highway 111 buffer, Annexation Opportunity, and Residential Development Standards. Shelly Saunders, Citizens Task Force Member, presented information regarding Planning Area No. 1, and Planning Area No. 2 with no recommendation from the Task Force for Planning Area No. 2. April Hildner, Citizens Task Force Member, presented information regarding Planning Area No. 3, and Planning Area No. 4. Ed Torres, Citizens Task Force Member, presented information regarding Planning Area No. 5 and Planning Area No. 6. Steve Nichols, Citizens Task Force Member, presented information regarding Planning Area No. 7, Planning Area No. 8 and Planning Area No. 9. and discussed the Chino Code Summary of Residential modifications per the Citizens Task Force Recommendations. Vic Gainer, Citizens Task Force Member, presented information on Palm Hills, and the Palm Hills Planning Area and Mountain Standards. Councilmember Pougnet, Citizens Task Force Member, presented a summary of findings and accomplishments and the next steps. The City Council commented and/or discussed the following items regarding the proposal from the Citizens Task Force: the density standard of Mountain Zone compared with former Measure B, work performed by Task Force focused on scenic values as opposed to quality of life issues, reduction of possible homes due to the urgency ordinance, discretionary area in Planning Area No. 5, Highway 111 buffer zone view from traveling in both directions, 18 foot height on residential development standards, 60% open space exclude driveways, maximum units and number per acre in Planning Area No. 6, impacts on habitat, quality of life, rock crushing, add one more public meeting after the end of the process, bus tours of the area effected, discussions with land owners, density transfer between the areas 6 and 8 with different ownership, landscaping in proposed golf course, density in the Palm Hills area and clarification of projects included, City Council Minutes September 14,2005 Page 3 determination of the price of land in the Palm Hills area, wind energy area, performing continued research on Palm Hills alternatives, ensure all stakeholders are at the table, timeline overly ambitious, ownership of Highway 111, percentage of custom home allotment, lot size and height in hillside area, density transfer and cost within the separate areas, financial plan in Chino Cone area, including the Tribe, prioritize the next steps, timeframe for Council to consider all input and act, open area around ship rock and density transfer. No action taken. COUNCILMEMBER COMMENTS AND REPORTS: Mayor Oden outlined the activities and events attended by the Mayor's Office. Mayor Oden stated he will be out of town for the next two City Council meetings. Mayor Oden requested an update of the Mesquite Avenue street redirection project. Mayor Oden stated that two Palm Springs residents recently passed, Stewart Williams and Ruth Valeur, ADJOURNMENT: The City Council adjourned at 8:33 P.M. to its Regular Meeting at 6:00 P.M., Wednesday, September 21, 2005, City Hall Council Chamber, preceded by a Closed Session at 4:30 P.M., City Hall Small Conference Room, 3200 Tahquitz Canyon Way.
