SUBJECT: APPROVE PURCHASE OF 18 POLICE VEHICLES AND 5 HONDA
MOTORCYCLES FOR USE BY THE POLICE DEPARTMENT AND 3
HYBRID GAS/ELECTRIC VEHICLES FOR USE BY THE BUILDING
DEPARTMENT

SUMMARY
Annually, the City's inventory of vehicles and equipment is evaluated to determine
which units are eligible for replacement. This action would award the purchase of 16
new patrol cars, 2 detective vehicles, and 5 new motorcycles for use by the Police
Department and 3 Hybrid gas/electric vehicles for use by the Building Department. Two
vehicles in this package are being added to the fleet and 24 vehicles are replacements
of existing units.
RECOMMENDATION:
1. Adopt Minute Order approving the purchase of 16 Ford Crown Victorias
and 2 Ford Taurus units for use by the Police Department and 3 Ford Escape
Hybrid gas/electric vehicles for use by the Building Department in the amount of
$462,596.45 from Fritts Ford of Riverside California;
2. Adopt Minute Order approving the purchase of 5 Honda Police Motorcycles
in the amount of $93,460.07 from Huntington Beach Honda;
3. Authorize the City Manager to sign all documents necessary to effectuate the
purchase.
STAFF ANALYSIS:
The City's inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units are eligible for replacement. City vehicles
and equipment are replaced based on a number of factors including vehicle mileage,

age, maintenance costs, operating costs, and the resale value of the vehicle and/or
equipment to be replaced.
The units recommended for replacement in this report meet the established criteria for
replacement and have been reviewed and approved by the Fleet Review Committee
(FRC).
In keeping with the City's established commitment to improving air quality in the
Coachella Valley, all fleet replacements are evaluated for their operational suitability to
the use of alternative fuels. Police and emergency response vehicles are not
operationally suited for alternative fuel use at this time. The 3 Hybrid gas/electric
vehicles are replacing "gasoline-only" powered vehicles.
Section 7.09.010 of the Municipal Code provides that the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with a public entity or association of public agencies.
The Procurement and Contracting Manager, pursuant to the requirements of this
Section, finds that utilization of Riverside County's RFQ#SHARC000009 award for Ford
Crown Victoria Police Interceptors and Bid#PUARC-765 award for the Taurus and
Escape Hybrids, and the City of Huntington Beach Bid #05-08-18 award for Honda
ST1300P Motorcycles to procure the vehicles is adequate to protect the public interest,
and the total cost of the equipment is likely to be less than could be obtained through an
independent City competitive process.

Funds for this purchase were appropriated in the current fiscal year budget (Account
510-5475-50020, Motor Vehicles and 510-5475-50015 Specialized Equipment).
