FROM: David H. Ready, City Manager BY: Office of the City Clerk SUMMARY The City Council will consider awarding a sole source purchase for video streaming and related services and equipment in an amount not to exceed $ 89,326.36. RECOMMENDATION: 1. Approve Minute Order No. Waiving further competition and authorizing the purchase of video streaming equipment and related services to Granicus Inc. in the amount of $ 76,466.25. 2. Approve Minute Order No. Authorizing the purchase of two servers in the amount of$7,960.44 to Dell Computers. 3. Approve Minute Order No. , Authorizing the installation of CAT5 and touchscreen devices in Council Chamber in the amount of $ 4,899.67 to Sound Image, Inc. 4. Authorize the City Manager to execute any necessary documents to effectuate the purchases. STAFF ANALYSIS: Driven by limited resources and staff, municipal governments are continually searching for cost-effective solutions to help them operate more efficiently and save money. Item No. 2 , E, City Council Staff Report October 5, 2005 -- Page 2 Award Purchase Granicus, Inc. Basically, streaming video is video on-demand at your fingertips. Many cities are presenting and/or archiving their council meetings online using streaming video. It is a convenient option for residents and the business community who have a desire to get involved in local government and hear what their elected leaders are saying. During the visioning sessions of 2004, the City Council identified communication with residents and businesses as a priority. In keeping with the City Council's commitment to openness and accessibility, adding streaming video to the City's website would be a viable way of achieving our communication standards. In 2003, the Palm Springs Citizen Survey conducted by National Research Center, Inc. shows that 69% of those participants strongly support and/or support expanded website offerings, enhanced news, and/or email subscription services to keep informed on current events and happenings in the City. The proposed system and solutions from Granicus, Inc. would be configured for Council Chamber for use by the City Council and the Planning Commission. Meetings would continue to be broadcast live on PSCTV Channel 17. Additionally, meetings would be broadcast live on the City's website. This enables the business community and the public without cable TV to view meetings live. Even seasonal residents will be able to tune-in live to City Council meetings from their summer homes while enjoying a more comfortable summer climate. The streamed video would then be archived by Granicus, Inc. This on-demand feature would allow users to view video at their leisure. Meeting audio and video would be accessible on the City's website and would be indexed with multiple jump points. These indexes allow users to jump directly to specific points within the audio/video archive. The solution also allows for a keyword search based on all of the index points associated with the complete library of video archives. Streamed video will remain archived by Granicus for a period of one-year. Staff plans to incorporate minutes and staff reports with the meeting index, which would interface and allow users to simultaneously access archived video and documents pertaining to specific agenda items. A user can jump to a specific agenda item and view the associated attachments while watching the streaming video. The City of Milpitas, in 2003, contacted and surveyed other jurisdictions that currently stream meetings and found that approximately 85% of their usage occurred after the scheduled meeting. Members of the public were viewing meetings or specific meeting items after they occurred. This is a matter of convenience or a desire to review the index meetings along with ancillary documents, such as staff reports and minutes. Not only will the Granicus solution broadcast public meetings, the system can be used by Public Information, PSCTV Operations and other departments to present video content internally or externally over the web. The City will have the capability to convert normal video into a digital image and deliver public education, public service announcements (such as public service messages, public safety alerts and neighborhood involvement issues) that could be made available to the public on- demand 24 hours a day, seven days per week via the City's website. In March, 2005 the City Council expressed interest in the purchase and the installation of a voting system in Council Chamber. The proposed system includes the Granicus MinutesMaker Module and Voting System Module. The voting system provides for seven touchscreen devices installed at each station in Council Chamber. Attendance, legislative motions, and votes will be recorded directly from the Council into the meeting minutes. When a motion is made it is recorded by the City Clerk and subsequently displayed to each Councilmember. As the Mayor calls for the vote, Councilmembers are prompted through a simple display to cast their vote on the current motion. The voting system records and tallies the votes live, and will display the vote results to the touchscreens and the large projector screen for public viewing, then insert the vote into the minutes. Based on Robert's Rules of Order and standard parliamentary procedure, it allows the system to easily record a variety of motion types including; amendments, substitute, and free form motions. Each attendance, roll call, motion, and/or vote will be automatically linked to the audio/video recording. Staff will complete minutes with a minimal amount of annotation work following the meeting. Firewall protection will be used to ensure compliance with the Brown Act, so that Councilmembers will be prohibited from communicating with each other and the public vis-a-vis the touchscreen devices. Granicus has developed its program specifically for local governments, and it is a complete solution for internet broadcasting and archiving for local government. In the future, should the City wish to automate agenda, legislative history, document management functions; Granicus allows for the integration with other platforms. Granicus has worked with local governments to produce a complete system that archives and manages all aspects of public meeting records. All ancillary functions are automatically synchronized and cross-linked allowing for intuitive web based search and retrieval of information. Below is a partial list of Cities currently using Granicus, Inc. to provide webcast solutions: Apple Valley Gilroy Petaluma Baldwin Park Hampton Sacramento Bellevue Irvine San Diego Berkeley Kirkland San Francisco Brentwood Long Beach Santa Monica Calabasas Manhattan Beach Stockton Carson Milpitas Scottsdale Cerritos Newport Beach Tallahassee Chino Palmdale Torrance El Segundo Pasadena Winslow Staff contacted several cities currently using Granicus, Inc. All references indicated a positive experience with Grancius and indicated the provider exceeded their expectations with customer service, completed the installation on-time and within budget. An example of how the system operates can be seen at the website for the City of Stockton at http://stocktongov.com/then click on City Council Meetings online. After substantial research, including discussions with other cities that offer streaming video, staff has concluded that Granicus, Inc. is the only firm that can offer Palm Springs the precise product for which we are searching. Granicus has developed its program specifically for local governments, with a focus on City Council and City Clerk functions. Staff was unable to identify any other vendors that can offer a product designed to meet the needs of meeting workflow, along with integration of documents, capturing votes and the preparation of minutes. Although staff does recognize that other vendors do provide video streaming services, staff concluded that Granicus, Inc. was the only provider that offered video streaming with a fully intergraded system including ancillary functions to provide an integrated solution that fully meets the needs of the City of Palm Springs. The following is a partial list of cities that purchased the Granicus system as sole source vendor: Milpitas, Gilroy, Roseville, Irvine, San Carlos, Richmond, Pasadena, Scottsdale, Newport, Santa Monica, Baldwin Park, Apple Valley, Petaluma, Los Angeles Channel 36, Chino, Torrance, Newport Beach, Palmdale. In addition, the City Council of City of Cathedral City moved forward and approved a contract with Granicus, Inc. at their September 28, 2005 City Council meeting. Coordination of our purchase and installation with that of Cathedral City could offer a City Council Staff Report October 5, 2005-- Page 5 Award Purchase Granicus, Inc. potential reduction in training costs if both cities were successful in implementing the solutions at the same time. While initially researching streaming of meetings staff looked at streaming meetings directly as opposed to using a service provider. Currently staff does not have the resources to stream directly, and the City would need to acquire software, hardware, editing equipment and additional bandwidth. Additionally, staff would be required to edit and digitize each agenda item to allow "searchability." This approach would also affect the efficiency of the City's network when there are multiple requests for on-demand viewings of meetings. l 1 FISCAL IMPACT: Finance Director Review: Acquisition Cost of Project: Granicus, Inc. $ 76,466.25 Dell Computers $ 7,960.44 (2 servers) Sound Image $ 4,899.67 (installation of CAT5 and Touchscreens) Total Amount of Project: $ 89,326.36 Acquisition Costs Source of Funds: The majority of the acquisition costs are budgeted in Capital Improvements City Council Chamber Technology Improvements (Fund 261 Capital Improvement Plan Item 14). Staff is requesting the City Council direct the City Treasurer to allocate $24,000 for the acquisition from Technology Fund Capital Improvements Unallocated Projects and General Fund Capital Improvements Unallocated Projects. ALTERNATIVES: The City Council could consider expanding video streaming capabilities to the Large Conference Room at City Hall. However, the Large Conference Room capabilities would include streaming only, not a voting system. Total Amount to Grancius $77,372.25. (increased by $ 906.) At a later time the City could add a mobile encoder which would provide capabilities for audio streaming from remote locations such as the Airport, Library, and for such uses and the Council/Tribal meetings and other City related meetings.
