Ready, City Manager BY: Fire Department SUMMARY The City Council will consider approval of Amendment #2 to the Allocated Positions and Compensation Plan approving the over hire of one (1) Firefighter/Paramedic. RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS APPROVING AMENDMENT #2 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN, ADOPTED BY RESOLUTION 21284." STAFF ANALYSIS: The Fire Department has been understaffed at the Firefighter/Paramedic position since May 18th, 2005 due to an industrial injury to one of the firefighter/paramedics. This firefighter is not expected to return to work in the foreseeable future and the City Manager, with concurrence of the Fire Chief is requesting that the City Council increase the total number of allocated firefighter positions so the department can over hire one Firefighter/Paramedic. To compound the problem, the department promoted four firefighters to engineer in July 2005, and one firefighter/paramedic has resigned to accept a position with another fire department. Of the 13 remaining firefighters, only 2 are certified paramedics. The firefighter/paramedics operate the Medic Squad in the downtown district. Because of the shortage of firefighter paramedics, the department has been required to augment the medic squad staffing with engineer/paramedics. ITEM NO. All three will go through an intensive "Skills Academy" during their first two weeks. We desire to have a fourth over hire position start at the same time in order to maximize the training opportunity and bring our compliment of firefighter/paramedics back to full strength. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS APPROVING AMENDMENT #2 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN, ADOPTED BY RESOLUTION 21284 WHEREAS, an Allocated Positions and Compensation Plan was adopted June 8, 2005, for the 2005-06 fiscal year by Resolution No. 21284; and WHEREAS, the City Council desires to amend said Allocated Positions and Compensation to include the over hire of one (1) Fire Fighter/Paramedic position. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the Allocated Positions and Compensation Plan for positions in the City Service for fiscal year 2005-2006 is hereby amended as follows: SECTION 2. OVERHIRE POSITION (Department Classification Unit/Range Fire Fire Fighter/Paramedic F/40 Total authorized positions 2005-2006 Budget 455.25 Total authorized positions 2005-2006 as amended (Amendment #2) 456.25 ADOPTED THIS 19th day of October, 2005.
