SUBJECT: Cogeneration Plant Electrical Certification Services

SUMMARY
The electrical equipment at the City's cogeneration facilities requires periodic
inspection, repair, testing and certification to comply with the requirements of the City's
qualifying facility agreement with Southern California Edison. This agreement allows
the City's cogeneration facilities to be integrated with Edison's power grid enabling the
:gale of surplus power (when and if available) to Edison.
RECOMMENDATION:
'I. Adopt Minute Order No. approving a Purchase Order Agreement for
testing, repair and certification services for the protective relays, circuit breakers,
transformers and meters at the City's cogeneration facilities from Power
Engineering Services Inc. in an amount not exceed $42,000.
STAFF ANALYSIS:
The qualifying facility agreements between the City and Southern California Edison
(SCE) require that the City use a service provider approved by SCE to perform periodic
certifications. Power Engineering Services Inc. (PESI) is the only known provider of the
required services that meets the demands of SCE certification criteria. PESI has
performed these services for the City in the past and has a detailed knowledge of the
City's cogeneration plants and what is contractually required by SCE.
While an exact amount for the services and necessary repair parts is impossible to
calculate prior to breaking down the equipment, based on past experience it is
estimated the cost will not exceed the requested $42,000, inclusive of possible repair
costs. Staff recommends that City Council approve the purchase of the certification
services from PESI in order to meet Edison's timeline for completion of these services.

Minute Order approving a Purchase Order Agreement for testing, repair and certification
services for the protective relays, circuit breakers, transformers and meters at the City's
cogeneration facilities from Power Engineering Services Inc. in an amount not exceed
$42,000, was adopted by the City Council of the City of Palm Springs, California, in a
meeting thereof held on the 19th day of October, 2005.
