Ready, City Manager BY: Michele Mician, Manager, Office of Sustainability SUMMARY Staff recommends the City Council approve the guidelines for the Green Facade Improvement Program including adoption of a resolution to waive any associated permitting, planning and building application fees. RECOMMENDATION: 1. Approve the City Green Facade Improvement Guidelines. 2. Adopt the Resolution to waive fees associated with minor architectural application, sign permits, and if applicable Historic Site Preservation Board (RSPB) review as further incentive for businesses or property owners participating in the Green Facade Improvement Program (GFIP). Approve Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, WAIVING FEES ASSOCIATED WITH MINOR ARCHITECTURAL APPLICATION, SIGN PERMITS AND HISTORIC SITE PRESERVATION BOARD (HSPB) REVIEW FOR BUSINESSES OR PROPERTY OWNERS PARTICIPATING IN THE GREEN FACADE IMPROVEMENT PROGRAM." STAFF ANALYSIS: The City Council has deemed sustainability a top priority for the City of Palm Springs. This includes creating a green economy, encouraging green business practices, and creating opportunities for green business. The Green Facade Improvement Program is designed to encourage businesses to improve and invest in the exterior portion of their property while utilizing sustainable resources and practices. The program aims to contribute to businesses by assisting them in saving energy, water and resources while creating a more aesthetically pleasing exterior appearance. The program features a $2,000.00 grant to finance all or a portion of a property owner or tenant's exterior improvements, and may offer expedited design approval process. The maximum grant shall be $2,000.00. A 50% cash match is required of all grant applicants regardless of the requested grant amount. For example, a $1,000.00 grant request would require the applicant to provide a $500.00 cash match. Some of the eligible uses of funds include; Green Exterior Signs (ex. made of recycled material or energy efficient lighting); painting or exterior surface treatment using low VOC materials; Pervious paving; Fixed bicycle racks; Solar powered exterior lighting; and Landscaping with native plants. Funds may not be used for improvements that are not permanent or mounted or affixed to the building or the sidewalk. The City-funded program would be offered to property owners or business tenants who are located in the M-1 Zoning District. These businesses are outside of the Business Improvement District area and are not eligible for the existing fagade improvement program developed by the Department of Community & Economic Development. Applications will be available at the Department of Community & Economic Development and on the www.yoursustainablecity.com website. The applicant will hire the contractor and is responsible for obtaining design approvals. This action also recommends that City Council adopt a resolution waiving fees associated with permits or reviews as further incentive and assistance for businesses or property owners to participate in the Green Facade Improvement Program. FISCAL IMPACT: The cost of the program to the City is $20,000.00, which was included in the 2010-11 Sustainability Fund (138-1270) under account # 50000 allocated for capital improvements. There would be loss of permit fees that would otherwise be collected if the improvements were undertaken outside of the Green Facade Improvement Program. Based on the current funds available for the program, if ten businesses participated and each had to pay the maximum fee charged for the work, including HSPB review, the lost revenue would be approximately $7,000.00 (10 x $700).
