Ready, Executive Director BY: Community & Redevelopment Agency SUMMARY The action approves a second amendment to the Professional Services Agreement with Terra Nova Planning & Research, Inc. for the purpose of providing additional consulting services for the environmental review and planning for the College of the Desert — Western Coachella Valley Campus in the City of Palm Springs. RECOMMENDATION: 1. Approve Amendment #2 to Professional Services Agreement No. 5784 with Terra Nova Planning & Research, Inc. adding $35,000 to the original budget for additional entitlement work for the College of the Desert project; and 2. Authorize the Executive Director to execute all necessary documents. STAFF ANALYSIS: The College of the Desert Board of Trustees selected Palm Springs for the Western Coachella Valley Campus in September 2007. The Community Redevelopment Agency contracted with Terra Nova Planning & Research for the environmental and planning work to develop the master plan needed to affect the land acquisition and the eventual development of the Western Coachella Valley Campus. This Professional Services Agreement with Terra Nova is to facilitate and implement the environmental review of various phases of the campus development. The Scope of Work includes but is not limited to: preparing a community plan or specific plan; conducting necessary environmental reviews in conformance with CEQA and NEPA; developing associated environmental documentation for the campus master plan and specific plan; and related administrative support. Item No. • • City Council Staff Report (March 2, 2011)-- Page 2 (Amendment No.2 to Agreement with Terra Nova) The first amendment to the agreement occurred on March 17 for the purpose of implementing the permits and environmental reviews for the development of the "green park" on the western portion of the college campus. That work has been completed, and a Conditional Use Permit for the green park was approved by the Planning Commission on January 26, 2011. The purpose of the second amendment is to add $35,000 to the original budget to cover the cost of additional work required to complete the College Park Specific Plan, a result of the successful negotiation and development of the Campus over the past two years that have moved the College project forward to where it is today. The additional work includes extra community meetings with the Highland Gateway and Mountain Gate neighborhoods related to the Specific Plan and the green park, plus additional reviews and changes to the College Park Specific Plan, and related engineering and administrative oversight. Staff recommends the Agency approve the second amendment in the amount of $35,000 for services through April 30, 2011. FISCAL IMPACT: There will be no direct impact to the General Fund.
