SUBJECT: Acquisition of Mobile Restroom Trailer for Earthquake Preparedness

SUMMARY
This action will provide for the acquisition of a Mobile Restroom Trailer for earthquake
preparedness at the Airport.
RECOMMENDATION:
1. Approve the purchase of a Mobile Restroom Trailer as specified in Invitation for
Bid #11-02, from Comforts of Home Services Inc. of Montgomery, Illinois, in the
amount of$65,416.38, including CA sales tax, tire fees and delivery.
2. Authorize the City Manger, or his designee, to execute all necessary documents.
STAFF ANALYSIS
At its meeting of April 14, 2010, the Airport Commission voted unanimously to approve an
expenditure of up to $100,000 for Earthquake Preparedness at the airport. This Mobile
restroom unit presented in this action will be paid primarily from these funds and have a
major role in the airport's emergency response capability.
During a major disaster the Airport will undoubtedly play a key role in the air transportation
of supplies for emergency and recovery purposes. In a situation like this there can be
thousands of citizens that would be processed through the airport daily as part of
emergency evacuation. If the disaster is a major earthquake, it is highly probably that both
sewer and water will be disrupted to the extent where the airport will need to improvise for
restrooms in order to efficiently handle human waste. This mobile restroom trailer is self
contained and has six male units on one side and six female on the other. The unit will be

fully stocked and watered so it can be quickly and easily utilized in an emergency. The
unit will be stored and secured on airport property.
The Procurement and Contracting Division worked closely with the Airport, Fleet
Operations, and Fire Department staff to develop the specifications and conducted an
Invitation for Bids (IFB) #11-02 for the acquisition. The bid Notice was posted and
distributed on 1/6 and four bids were received by the 2/8 due date and the results are
tabulated below:

Staff is recommending the award of this bid to Comforts of Home Services, Inc. of
Montgomery, Illinois, as the lowest responsive responsible bidder meeting all
specifications.
FISCAL IMPACT:
Thanks to the efforts of the Fire Department, the City has been awarded an EMPG grant
of $18,180,00 by the Riverside County specifically for all-hazards emergency
management capabilities and this mobile restroom is an eligible expenditure. Because
the unit's primary purpose is to support the airport's emergency preparedness mission,
the airport enterprise fund can justify funding the remaining cost of $47,512.61 and the
funds are available in account number 415-6002-46420.
