Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Hermosa Drive and Araby Drive are both designated as 2-lane Collector roadways on the City's General Plan. However, these streets are designated as local streets on the California Road System (CRS) Functional Classification Map. Changing their designation to a Collector ensures the City can use federal funds on these streets. RECOMMENDATION: Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE SUBMITTAL OF A FUNCTIONAL CLASSIFICATION CHANGE FOR LOCAL STREETS AND ROADS TO THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION." STAFF ANALYSIS: Incorporated cities are responsible for reviewing the California Road System (CRS) Functional Classification Maps maintained by the California Department of Transportation ("Caltrans"), and for initiating requests for any necessary changes to the functional classification of local streets and roads under their jurisdiction. The procedure for changing the functional classification of a street on the CRS maps involves seeking concurrence from the Riverside County Transportation Commission ("RCTC") and submitting a request form to Caltrans with a City Council Resolution approving the submittal. Hermosa Drive and Araby Drive are designated as 2-lane Collector roadways on the City's General Plan. However, these streets are designated as local streets on the California Road System (CRS) Functional Classification Map. Since Federal-Aid funds for new roadway projects are generally only eligible for local streets classified as a ITEM NO. City Council Staff Report March 16, 2011 - Page 2 Functional Classification Change of Hermosa Dr and Araby Dr Collector and higher, changing their designation to a Collector ensures the City can use federal funds on these streets. RCTC has been advised of this forthcoming request and will provide the City with the needed Letter of Concurrence after Council action is taken. A copy of the attached Resolution and RCTC's letter will then be forwarded to Caltrans for review and approval to update the CRS Functional Classification Map. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, that it does hereby approve the submittal of a Functional Classification Change for local streets and roads to the State of California, Department of Transportation.
