SUBJECT: Convention Center— Chiller Replacement

SUMMARY
Staff requests that City Council approve the purchase and installation of a replacement
chiller for the convention center.
RECOMMENDATION:
1. Adopt Minute Order No. approving the purchase and installation of a
replacement 250 ton absorption chiller for the convention center from York
International Corporation in the amount of $ 288,671.
STAFF ANALYSIS:
One of the priorities established by City Council for the use of remaining contingency
dollars from the convention center project was to replace an old absorption chiller. With
the expansion of the convention center a new absorption chiller was added; the
manufacturer was York. The convention center's central plant now contains a new York
centrifugal chiller, a new York absorption chiller, and an old absorption chiller.
The Procurement Ordinance, section 7.05.040(3), allows for purchase of similar make
equipment to permit standardization to save on maintenance costs and to eliminate the
need to store repair/replacement parts for multiple make machines.
Staff sought a quote from York International, the convention center's current
maintenance contractor, for a 250 ton absorption chiller including removal of the old
chiller and installation of the new; the quote was $288,671. York will quote this type of
work to owners only if they have a current maintenance contract with the facility; as is
this case.
To provide a double check of the process the mechanical contractor from the
convention center project was asked to provide a quote; the quote was $532,072,Item No. 2 , E ,

There will be no impact to the General Fund as the dollprsIremaining in the convention

IN THE AMOUNT OF $288,671.
I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that this
Minute Order approving purchase and installation of a replacement 250 ton absorption
chiller for the convention center from York International Corporation in the amount of
$288,671 was adopted by the City Council of the City of Palm Springs, California, in a
meeting thereof held on the 2"d day of November, 2005.

Scope of Work:
1. Furnish necessary materials to remove existing louvers and prep for project
installation.
2. Furnish necessary materials to form and pore new concrete pedestals as required
3. to accommodate new chiller.
4. Furnish necessary materials to rig, reassemble and set new chiller and pump on
modified/existing foundation
5. Furnish necessary piping, fittings, hangers and miscellaneous welding materials to
pipe new chiller and pump into existing system.
6. Furnish necessary sheet metal fitting for flu venting
7. Furnish necessary insulation to piping
8. Furnish Require Lithium Bromide to charge system
9. Furnish York Factory start up of new chiller
10.Furnish labor to perform the above listed scope of work.
Notes & Assumptions:
1. All work will be performed during normal working hours.
2. York International Corporation will not assume responsibility for equipment and
related components that may need repairs out side this proposed scope of work.
3. If the Palm Springs Convention Center requires permits and mechanically
engineered drawings, please add $7,500.00 to the price listed below.
4. Please refer to the attached terms & conditions.
Price: $288,671.00
MOTE: Option Delta 2 Way Flow Control Valves (2) installed at time of Chiller
Installation. Price: $4,036.00

Description: The following is the cost to remove and replace the existing 250 ton
absorption chiller with a new York absorption chiller.
Inclusions: Remove and dispose of existing chiller, remove wall louver, remove existing
drywall at louver, disconnect and remove all chilled, hot, and condensing water piping in
way of removal of chiller, disconnect all electrical, disconnect all plumbing, disconnect all
controls, disconnect existing flue vent, remove existing concrete chiller support.
Provide and install: new 250 ton York gas absorption chiller, provide a new concrete house
keeping pad, reinstall wall louver removed, provide studs, drywall, and paint to replace
wall removed, provide all chilled water piping, provide all hot water piping, provide all
condensing water piping, provide all control valves required, provide flue venting required,
provide and install after burner piping required, reconnect controls to new chiller,
reconnect electrical to new chiller, provide and install plumbing to new chiller, provide
flushing of system as required, provide all hangers and supports required, provide any
sheet metal required, provide all rigging and setting of equipment, provide trash bins and
clean-up of areas we work, provide factory start-up, training and one year warranty on
new equipment.
Contract Price: $532,872.00
Bond Fee: $8,000.00 if required Quote good for 30 days.
NOTE: Lead-time on the chiller is approximately 10-12 weeks at this time. York thinks it
can get it out in 10 weeks.
Qualifications:
1. We assume the system will be down approximately 3 weeks (this may change)
2. We assume Palm Springs will have M.E. Engineers provide design to verify flow
3. We assume most work will be performed during regular working flours

I am writing this letter to ask that consideration be given to continuity in regards to
equipment maintenance. We presently have three York chillers; two were just installed
with the recent expansion and will be maintained by York under the requirements of the
mechanical contractor's scope. The other is presently undergoing replacement planning;
it would be of great benefit to the facility to have the replacement unit be a York installed
system to maintain maintenance consistency. We are presently and have been for the past
few years under contract with York to provide additional preventive maintenance at the
manufacture level for our chillers. This familiarity York has with the facility will
contribute greatly to the planning in efforts to maintain continuity with all systems
ensuring greater reliability and ease of maintenance.
It is my hope that these factors will help in making a decision that will best serve the
needs of the facility. I look forward to working with you on putting together this project
and seeing a finished system that will effectively serve the facility.
