SUBJECT: THE GENERAL PLAN HOUSING ELEMENT 2010 ANNUAL REPORT TO THE
STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT

SUMMARY
California Governmental Code Section 65400 requires each government body to prepare an
annual report on the status and progress in implementing the jurisdiction's General Plan,
including the Housing element. The annual report includes
• Information on the jurisdictions' progress in addressing the regional housing needs
allocation (RHNA) including the number of housing units permitted by income level,
• The status of progress on programs (goals, policies and action items) listed in the
housing element and
• Progress reports on efforts to remove governmental constraints to the production of
affordable housing.
Submitting the annual report is one of the threshold requirements to qualify for Housing
Related Parks Program Funds. The draft Annual Report for the calendar year 2010 is
attached.
RECOMMENDATION:
Receive and file. Direct staff as appropriate.
RELATED PRIOR ACTIONS:
On October 27, 2007, the City Council adopted the Comprehensive Update of the City of
Palm Springs General Plan.
On February 17, 2010, the City Council adopted the update to the City's Housing Element.
This update covers the Housing Element Planning Period from 2006 to 2014.
On May 3, 2010, the City was notified by the State of California Department of Housing and

Community Development (HCD) that the Housing Element was certified and accepted by
HCD.
ANALYSIS:
The Housing Element contains policies and actions items, many of which relate to
encouraging the production of affordable housing and removing governmental impediments
to the production of affordable housing. The annual report provides an opportunity for the
State and interested members of the public to monitor the City's progress in achieving its
stated goals and policies related to removing impediments and promoting the production of
affordable housing of all kinds.
Many of the policies and action items within the Housing Element require changes and
upgrades in the city's zoning code, municipal code and other documents. These changes
may include zone text amendments, changes of zone, and/or general plan amendments that
resolve inconsistencies between them.
Some recent activities that staff has undertaken in support of the housing element policies
are:
• Community Development Block Grants (CDBG) were provided to very low income
homeowners through the house repair program for emergency repairs, ADA
modifications and health and safety code work.
• The City assisted the Sahara Mobile Home Park with $900,000 for rehabilitation within
this mobile home park.
• An affordable housing webpage was developed on the City of Palm Springs website
that provides a directory of resources for those seeking affordable housing and related
services.
• The City participated with CVAG to provide $103,000 annually since 2009 to fund
operational and start up costs for Roys' Desert Resource Center which provides
comprehensive supportive services for homeless persons.
Additional issues that require council consideration it the upcoming year include such things
as
• Amend the Zoning Code to redefine accessory units and make the development
standards for these units consistent with State Law
• Amend the Zoning Code to allow residential densities up to 70 units per acre for mixed
use/multi use projects in the downtown core consistent with the General Plan.
• Amend the Zoning Code to define and permit small residential care facilities serving
six or fewer people in all residential zones and group homes for seven or more
persons in zones R-2, R-3, and R-4 with a CUP.
• Update the zoning map to make all properties consistent with the General Plan Land
Use Map.
• Create a density bonus ordinance and incentive program consistent with State Law
that would encourage production of affordable residential units.

Staff will work with the Council to assist it in setting its priorities and establishing a work plan
for unfinished commitments made within the General Plan and Housing Element.
The above programs that are part of the approved Housing Element represent the City's
commitment to bring its policies in line with State Housing Law and its adopted General Plan.
FISCAL IMPACT: Non compliance with the goals and action items of the Housing Element
could result in refusal of the HCD to certify future housing elements which could reduce the
City's eligibility in certain grants and other competitive funding opportunities.

Pursuant to Governmental Code Section 65400, the City of Palm Springs is hereby submitting its
annual report on the progress and status in implementing the goals and objectives of the City's
Housing Element. This Housing Element covers the Planning Period 2006 to 2014 and the
reporting period is for the calendar year 2010.
The Palm Springs City Council adopted the City's current Housing Element on February 17, 2010.
The City was notified on May 3, 2010 that its Housing Element was certified and accepted by the
Department of Housing and Community Development. As a result, this progress report effectively
covers the period from May 3, 2010 to December 31, 2010. (roughly 8 months)
The HCD required forms that comprise a complete Annual Progress Report are attached to this

SUBJECT: Housing Element Annual Progress Report (APR)
Government Code Section 65400 requires each governing body (City Council or Board of
Supervisors) to prepare an annual report on the status and progress in implementing the
jurisdiction's housing element using forms and definitions adopted by the Department of
Housing and Community Development (Department). The forms and definitions adopted by
the Department on March 27, 2010, after considerable public input, and are to be used for
the 2010 APR. The APR is an important tool to facilitate implementation of a community's
housing element and in tracking and monitoring progress in addressing housing needs and
goals. The APR includes information on the jurisdictions' progress in addressing the regional
housing need allocation, including the number of housing units permitted by income level, the
status of programs in the housing element and efforts to remove governmental constraints.
In addition, submittal of an APR to the Department is one of the threshold requirements to
qualifying for Housing Related Parks (HRP) Program funds. The HRP Program rewards
local governments for the approval of housing for affordable to lower-income households,
providing grant funds for park-related projects to eligible local governments for every
qualifying housing start, beginning calendar year 2010. More specific information about the
HRP Program is available on the Department's website at http://www.hcd.ca._ ovg /hpd/hrpp/.
APRs for calendar year 2010 are due April 1, 2011. Please be aware, pursuant to Chapter
888, Statutes of 2006 (AB 2511), a jurisdiction may be compelled by a court to comply with
this requirement or be subject to sanctions should an APR not be submitted to the
Department within 60 days of the deadline. Copies of the report must be submitted to HCD
