HomeMy WebLinkAbout4/6/2011 - STAFF REPORTS - 2L p L M$.. iy 0 V N *ourra City Council Staff Re ort DATE: April 6, 2011 CONSENT AGENDA SUBJECT: Purchase Notebook Computers for Mobile Data Computing FROM: David Ready, City Manager BY: Police Department SUMMARY It is recommended that the City Council approve the purchase of thirty-one (31) Dell Ruggedized notebook computers, including the corresponding Dell mobile docking stations and multimode combo antennas, in an amount of $4,795.57 each (including applicable tax, delivery and environmental fees). The total purchase cost is $148,662.81. RECOMMENDATION: 1. Approve the purchase of thirty-one (31) Dell Latitude E6400XFR Ruggedized notebook computers with corresponding Dell Mobile Docking Stations and Multimode Combo antennas from Dell Corporation via the Western States Contracting Alliance Cooperative Purchase Agreement WN99ABZ in the amount of $148,662.81. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Police Department uses notebook computers for officers to write police reports (paperless system), to access state and local databases, and also to receive emergency calls for service, as mobile data terminals. Following a planned upgrade of the Police Department's surveillance camera system, the laptop computers may be used to monitor the video feed from the cameras, and also as a GPS receiver. The Police Department has tested Dell Ruggedized Notebook Computers and Dell Mobile Docking Stations along with external Multimode Combo Antennas. The tests were very successful. This purchase will be used to replace the slow, obsolete notebook computers with new modern computers. Ruggedized laptop computers were chosen for their ability to withstand the unique stresses to which they are subjected in a police patrol vehicle. This request is to purchase thirty-one new notebook computers and docking stations and multimode antennas. ITENA NO., City Council Staff Report April 6, 2011 Purchase Thirty-one Dell Laptop Computers Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other cooperative purchasing program, with a public entity or association of public agencies. Dell Corporation holds a competitively bid government contract with the Western States Contracting Alliance (WSCA), a cooperative government purchasing alliance utilized by public agencies to acquire supplies and services. Pursuant to the requirements of Section 7.09.010, the utilization of WSCA cooperative purchase contract #WN99ABZ with Dell is in compliance and adequately protects the public interest for the acquisition of the requested computer equipment. FISCAL IMPACT: All of the money used for this purchase will come from the State Supplemental Law Enforcement Services Funding (SLESF) grant. No General Fund money will be used.
