City Council Staff Re ort Date: April 6, 2011 NEW BUSINESS Subject: APPROVAL OF BRIDGE AESTHETIC DESIGN PLANS FOR THE BELARDO ROAD BRIDGE & ROADWAY WIDENING, CITY PROJECT NO. 87-49 From: David H. Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Approval of the conceptual bridge aesthetic design plans will allow the City's consultant to prepare final details to be incorporated into the plans for bidding. RECOMMENDATION: Approve the bridge aesthetic design plans for the Belardo Road Bridge and Roadway Widening, City Project No. 87-49. STAFF ANALYSIS: At the May 19, 2010, City Council meeting, the Council approved an amendment to the engineering design contract with the City's consultant (Dokken Engineering) to include aesthetic design services. In its approval, the Council directed the Public Works & Engineering Department to follow the procedure outlined below for review of the preliminary aesthetic design concepts for this project, noting that consultation with the Indian Planning Commission and Tribal Council should be allowed for this project given their role in this project and the nature of the aesthetic concepts relating to their Native American cultural influence: 1. Indian Planning Commission review/comment 2. Tribal Council review/comment 3. Architectural Advisory Committee review/comment 4. City Council approval Upon approval of the preliminary aesthetic design concepts by the City Council, final engineering details for them would be incorporated into the bridge structural plans for bidding. NO. �_ City Council Staff Report April 6, 2011 - Page 2 Belardo Road Bridge/Roadway Project, Aesthetic Design Plans The Public Works and Engineering Department recognizes the value that aesthetic enhancement has on public facilities, such as bridges. Given the importance of the new Belardo Road bridge to the City and Tribe, staff considered incorporating the Tribe's Native American cultural influence into the bridge aesthetics for this project. During preliminary discussions with Tribal Planning staff regarding the need for an aesthetic design on this project, it was recommended that the artist the Tribal Council had selected for the aesthetic design of the Bob Hope Drive / Ramon Road — Interstate 10 Interchange project should be used. The artist, Carolyn Braaksma of Braaksma Design Inc. (Denver, Colorado), has wide ranging experience providing art commissions for the public sector. The Public Works & Engineering Department has been coordinating design of a project to extend Belardo Road from Sunny Dunes Road south, across the Tahquitz Creek, to Mesquite Avenue. The project will include construction of a new 2-lane, 40 feet wide bridge. The bridge is being elevated above the top of the existing Tahquitz Creek levees to avoid impacting known archeological resources that were discovered during construction of the Tahquitz Creek flood control improvements. Elevating the bridge above the top of the existing levees requires construction of retaining walls and other improvements to realign the existing Riverside County Flood Control ("RCFC") access roads on either side of the channel up to the new Belardo Road crossing. The new bridge and related improvements have provided an opportunity to incorporate aesthetic design elements that will be visible to the public. Aesthetic design elements are proposed in the following items: • RCFC access road retaining walls + RCFC access road picket railing fence • Bridge barrier interior face • Bridge barrier exterior face • Bridge picket railing fence The context of the artist's aesthetic design was sensitive to the Agua Caliente Band of Cahuilla Indians, and particularly, the Kauisic Clan that lived in and near the Tahquitz Creek area. The artist provided the following narrative to provide a background to the aesthetic design proposed for this project: The Belardo Bridge is accented with graphic patterns that specifically refer to the baskets of the Cahuilla Tribe. Form liners will create the cast patterns on the retaining walls, and color stains will reiterate the pattern. The tile pattern within the bridge parapet recess on both the inside and outside of the barrier is also derived from the Cahuilla basket patterns. The exterior bridge girder face will be enhanced through color stain. The railing will have intermittent appliques on the pickets with the stylized grey fox. City Council Staff Report April 6, 2011 - Page 3 Belardo Road Bridge/Roadway Project, Aesthetic Design Plans References: • Cahuilla baskets - specific basket patterns from Flora Patencio (member of the Agua Caliente Cahuilla Indian Tribe and the Kauisic Clan) • Grey fox - the gray fox is found in Tahquitz Canyon and signifies the Kauisic Clan of Palm Springs • Pictographs - pictographs located in Tahquitz Canyon are represented by a border pattern on the walls. Colors: • Red-orange • Warm black/eggplant • Yellows (same shade as baskets) Areas of treatment: • Bridge parapet - the pattern in the parapet recess on the inside and outside of the barrier • Retaining walls - form liner and color stain • Railing - color and intermittent appliques on pickets The artist worked closely with Tribal Planning staff to ensure the patterns and colors specifically relate to locally significant Tribal history. On December 6, 2010, the Indian Planning Commission reviewed and recommended approval of the aesthetic design to the Tribal Council. On January 4, 2011, the Tribal Council reviewed and approved the aesthetic design, and recommended approval to the City Council. On January 24, 2011, the Architectural Advisory Committee ("AAC") reviewed the proposed aesthetic design, and had the following comments. How the comment was addressed by the artist is included in a response following each comment. Comment (Weindienst): The exterior of the bridge structure beneath the barrier is shown as gray— consider color to complement the aesthetic design. Response: The grey color of the bridge is an intentional choice chosen to coordinate with the palette of colors preferred by the Tribe. The grey of the concrete will make the tile colors more exciting. In a larger sense, the perfect grey color can make all the other colors of the bridge look better. Comment (Weindienst/ Sahlin): The picket railing is too simplistic, consider a more complementary design, also consider moving the fox emblem to the middle of the fence panels rather than at the posts. Response: The understated railing will gain a quiet strength because of its red color. The railing is intended to coordinate with the other enhancements without becoming the dominant design element. Also, the request to consider a more complementary design conflicts with Tribal Planning Commission recommendation that the railing maintain a simplistic pattern. The metal medallions with the stylized grey fox refer to the Tribe. The medallions have been moved to the center of the panels as suggested. Comment (Ortega): Concern on how the Petro glyph patterns on barrier will be constructed— if recessed with form liner and stained, how long will color last? Response: The petroglyph patterns can be constructed by using a form liner. The form liner, in this case, will be a band of material that is fixed to the barrier form during formwork preparation. During the barrier casting process, the petroglyph patterns are impressed into the concrete. After the barrier concrete is cured, the patterns will receive a stain which will enhance the petroglyph quality. The stained color is most brilliant immediately after application and will fade slightly over 20-30 years. Comment (O'Donnell): The two different geometric patterns (1 proposed on retaining wall vs. 1 proposed on exterior of bridge barrier) conflict — how will they interact where the two intersect? Consider how the two patterns will relate to each other once constructed. Response: The 2 patterns are similar in color and meet at a relatively small edge only. Both patterns mimic basket patterns of the Cahuilla Tribe. Their difference in scale addresses two audiences; the larger pattern targets the distant observer and those in vehicles, and the smaller intimate pattern (of tile) relates to the pedestrian viewer. Comment (McGrew): Does not support applique work, affixing finishes or applying stains to the bridge structure. Supports public art separate from the design of the bridge, and does not support conceptual aesthetic design. Response: The aesthetic design concept continues to propose intricate tile work and decorative stained concrete. No formal action was taken by the AAC. However, the artist has incorporated minor revisions to the aesthetic design plans as suggested by the AAC where the revision would not detract from the overall theme of the design or with prior direction received from the Indian Planning Commission and Tribal Council. Staff recommends the Council approve the aesthetic design plans as submitted.
