Mayor and Members of the City Council,
City Staff will request the City Council consider adding an Item to the April 6,
2011 Consent Calendar, as Item 2.0, titled as follows and consider the adoption of two
resolutions (two attached files).
PROPOSED RESOLUTIONS APPROVING THE SUBMISSION AND ACCEPTANCE
OF A GRANT TO OBTAIN STORMWATER FLOOD MANAGEMENT GRANT
FUNDING FROM THE CALIFORNIA DEPARTMENT OF WATER RESOURCES AND
ADOPTING THE COACHELLA VALLEY INTEGRATED REGIONAL WATER
MANAGEMENT PLAN DATED NOVEMBER 30, 2010:
RECOMMENDATION: 1) Adopt Resolution No. , " A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING
THE SUBMITTAL OF AN APPLICATION TO OBTAIN STORMWATER FLOOD
MANAGEMENT GRANT FUNDING FROM THE CALIFORNIA DEPARTMENT OF
WATER RESOURCES FOR THE TAHQUITZ CREEK LEVEE IMPROVEMENTS;"
and 2) Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, ADOPTING THE COACHELLA
VALLEY INTEGRATED REGIONAL WATER MANAGEMENT PLAN DATED
NOVEMBER 30, 2010.
In order to add the Item to the Agenda the City Council will have to make the
finding that the information was brought to the attention of the City after the posting of
the Agenda, and there is an immediate need to hear and/or take action on the Item.
The Grant Application is required to be filed by April 15, 2011, prior to the next meeting.
The City Engineer has indicated the City is required to adopt the Regional Water
Management Plan in order to apply for the grant.
Four votes are required to add the Item to the Agenda. These materials will be
printed and in your folders for reference at the meeting. Jay

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, APPROVING THE
SUBMITTAL OF AN APPLICATION TO OBTAIN
STORMWATER FLOOD MANAGEMENT GRANT FUNDING
FROM THE CALIFORNIA DEPARTMENT OF WATER
RESOURCES FOR THE TAHQUITZ CREEK LEVEE
IMPROVEMENTS.
WHEREAS, the City is obligated to maintain the existing flood control levee
adjacent to Tahquitz Creek golf course and the wastewater treatment plant; and
WHEREAS, FEMA has identified this levee as substandard based on
construction criteria updated since the Katrina disaster in New Orleans; and
WHEREAS, the City has contracted with a consultant to design improvements to
said levee necessary to comply with said FEMA regulations; and
WHEREAS, the estimated construction cost of said improvements is $1.6 million;
and
WHEREAS, grant funding pursuant to the Disaster Preparedness and Flood
Prevention Bond Act of 2006 (Prop 1 E) is available for projects such as this; and
WHEREAS, the California Department of Water Resources is accepting grant
applications for said funding on a 50% local match basis until April 15, 2011.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, AS FOLLOWS:
SECTION 1. An application be made to the California Department of Water
Resources to obtain Stormwater Flood Management grant funding pursuant to the
Disaster Preparedness and Flood Prevention Bond Act of 2006 (Public Resources Code
Section 5096.800 et seq) and to enter into an agreement to receive a grant for the
Tahquitz Creek levee construction.
SECTION 2. The Director of Public Works/City Engineer is hereby authorized
and directed to prepare the necessary data, conduct investigations, and file such
application.
SECTION 3. The City Manager is hereby authorized and directed to execute a
grant agreement, subject to final approval of the City Attorney, with the California
Department of Water Resources.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, ADOPTING THE
COACHELLA VALLEY INTEGRATED REGIONAL WATER
MANAGEMENT PLAN DATED NOVEMBER 30, 2010.
WHEREAS, water resource planning in the Coachella Valley is of the utmost
importance to sustain the area's residents, businesses, and agriculture in a desert
climate; and
WHEREAS, the State of California encourages integrated water resource
planning on a regional basis through Integrated Regional Water Management (IRWM)
Plans and by conditioning certain existing and possibly future grant funding programs
including Proposition 84, the Safe Drinking Water, Water Quality and Supply, Flood
Control, River and Coastal Protection Bond Act of 2006 (Public Resources Code section
75001 et seq.) to activities contained in IRWM Plans, and
WHEREAS, the Coachella Valley Regional Water Management Group was
formed as a collaboration of the five Coachella Valley Public water agencies: The City
of Coachella, Coachella Valley Water District, Desert Water Agency, Indio Water
Authority, and Mission Springs Water District; and
WHEREAS, the Coachella Valley Regional Water Management Group partners
have committed through a Memorandum of Understanding to developing a Coachella
Valley IRWM Plan that coordinates and shares information concerning water supply
planning and projects; and
WHEREAS, the Coachella Valley Stakeholders have worked collaboratively to
identify water related issues and needs, establish regional goals and objectives,
develop a project submittal and prioritization process, and provide recommendations on
the projects and programs included in the plan.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, AS FOLLOWS:
SECTION 1. The City of Palm Springs hereby adopts the Final.Coachella Valley
Integrated Regional Water Management Plan dated November 30, 2010 and is
committed to the continued development and implementation of the Plan to help
address the critical water related needs of the Coachella Valley.
SECTION 2. The City of Palm Springs supports and encourages the Coachella
Valley Regional Water Management Group to collectively continue to qualify projects for
funding under Round 2 and subsequent Rounds of the Proposition 84 IRWM Grant
Program and the City of Palm Springs encourages the Department of Water Resources
to fully fund the grant applications that are prepared as a result of this Plan.

SECTION 3. The City of Palm Springs pledges to continue working to develop
the planning and projects that address the long-and short-term solutions to the Valley's
critical water needs, address the regional goals and objectives, and improve the
conditions and the quality of life for all Coachella Valley communities.
