HUMAN RIGHTS COMMISSION MEMORANDUM

SUBJECT: HUMAN RIGHTS COMMISSION REQUEST FOR THE CITY COUNCIL TO
SUPPORT THE RIGHT TO FULL CIVIL MARRIAGE EQUALITY FOR ALL
RESIDENTS OF PALM SPRINGS

SUMMARY
The Palm Springs Human Rights Commission voted at its March 14, 2011, meeting to pass a
resolution supporting the right to full civil marriage equality for all residents of Palm Springs
and recommended the City Council concur with its resolution.
RECOMMENDATION:
1. Receive and file.
STAFF ANALYSIS:
Paul D. Zak, Volunteer Faith Outreach Coordinator Equality California Palm Springs and
Desert Cities, spoke at the Feb. 14, 2011, Human Rights Commission meeting about why
marriage equality is important. At its March 14, 2011, meeting the Commission voted to pass
the following resolution:
Whereas American society uses the term "marriage" to give social standing morally and
legally to certain intimate relationships;
Whereas in our democratic republic, all citizens are to be treated equally with the same
civil rights;
Whereas the United States Supreme Court has declared marriage to be a civil right;
Be it resolved that the Palm Springs Human Rights Commission go on record as
supporting the right to full civil marriage equality for all residents of Palm Springs who
wish to be married regardless of gender, gender identity, or sexual orientation, and we
recommend that the Palm Springs City Council concur with this resolution.
The Palm Springs Human Rights Commission recommends the City Council place a resolution
on its agenda for approval supporting the right to full civil marriage equality for all residents of
Palm Springs who wish to be married regardless of gender, gender identity, or sexual
orientation.
