Subject: AMENDMENT#5 TO ALLOCATED POSITIONS AND
COMPENSATION PLAN

SUMMARY:
Requesting City Council approval of Amendment #5 to the Allocated Positions and
Compensation Plan approving an over hire of one (1) Senior Secretary and one (1)
Rangemaster for the Police Department.
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA APPROVING AMENDMENT NO. 5 TO THE
ALLOCATED POSITIONS AND COMPENSATION PLAN ADOPTED BY RESOLUTION
NO. 21284."
STAFF ANALYSIS:
The Police Department has been understaffed at the Senior Secretary position since
February 7, 2005 due to one Senior Secretary on medical leave for that time. Although
she is recovering her return to work date is unknown. This Senior Secretary is
responsible for the operation of the department's false alarm computer and collection
program. We have attempted to fill with temporary employees but because of the
necessary training and expertise required for this program, and there is no one within
the department who can substitute in this position, we request to overhire for this
position. This position is vital to the efficient and successful operation of the
department.
The department's Rangemaster has been on medical leave since March 2003 due to
injuries and surgeries. His return date is unknown at this time. This position is currently
being filled by a temporary employee. The Rangemaster position is critical to the
firearms and officer safety training of the sworn officers. The Rangemaster also

provides training for community members and outside agencies through agreements
with the City. The Rangemaster is responsible for ensuring proper range documentation
and also performs range maintenance.
FISCAL IMPACT:
The Senior Secretary is currently on leave without pay status, consequently there is no
impact on the general fund. There are sufficient funds in the department's salary
account for the cost of this over hire position.
The Rangemaster is currently on workers comp classified as totality temporarily
disabled. All of his current salary is being paid from the risk management account with
the exception of holiday pay. There are sufficient funds in the department salary
account for the cost of this over hire position.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS APPROVING
AMENDMENT #5 TO THE ALLOCATED POSITIONS
AND COMPENSATION PLAN, ADOPTED BY
RESOLUTION 21284
WHEREAS, an Allocated Positions and Compensation Plan was adopted June 8,
2005, for the 2005-06 fiscal year by Resolution No. 21284; and
WHEREAS, the City Council desires to amend said Allocated Positions and
Compensation Plan.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the Allocated Positions and Compensation Plan for positions
in the City Service for fiscal year 2005-2006 is hereby amended as follows:
