SUBJECT: SUSPEND CERTAIN PARKING RESTRICTIONS FOR THE PERIOD
JANUARY 1, 2006 THROUGH JUNE 30, 2006 FOR DOWNTOWN CITY
OWNED PARKING LOTS AND PARKING GARAGE

SUMMARY
The City Council will consider a Resolution suspending certain parking restrictions for
Downtown City owned Parking Lots and the Parking Garage extending the provisions
currently enacted on June 8, 2005 and extended by the City Council on September 21,
2005.
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, SUSPENDING TIME LIMITS ON PARKING OF
MOTOR VEHICLES ON CITY OWNED PARKING LOTS IN THE CITY BETWEEN
JANUARY 1, 2006 AND JUNE 30, 2006."
STAFF ANALYSIS:
On June 8, 2005 the City Council adopted Resolution No. 21286 suspending the
imposition and enforcement of time limits on parking automobiles on City owned parking
lots between the date of June 9, 2005 and September 30, 2005.
The City Council extended the temporary suspension to December 31, 2005 on
September 21, 2005 adopting Resolution No. 21414.
The MainStreet Merchants Association has requested an additional extension to the
suspension of time limits on parking of automobiles on City owned parking lots thought
June, 2006 allowing them time to gain experience with the pilot program during the
tourist season, and to complete and formally present their recommendations and final
plan to the City Council.

RESOLUTION NO,
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, SUSPENDING TIME
LIMITS ON PARKING OF MOTOR VEHICLES ON CITY
OWNED PARKING LOTS IN THE CITY BETWEEN
JANUARY 1, 2006 AND JUNE 30, 2006.
The City Council of the City of Palm Springs finds:
A. On June 8, 2005 the City Council adopted Resolution 21286 suspending the
imposition and enforcement of time limits on parking of automobiles on City
owned parking lots between the dates of June 9, 2005 and September 30, 2005.
B. On September 21, 2005 the City Council adopted Resolution No. 21414
extending the imposition and enforcement of time limits on parking of
automobiles on City owned parking lots between the dates of October 1, 2005
and December 31, 2005,
C. The MainStreet Merchants Association is working on an integrated parking plan
for the Central Business District and has requested an extension to the
suspension of time limits on parking of automobiles on City owned parking lots
through June, 2006 to allow them time to complete and formally present their
plan to the City Council.
D. The City Manager, pursuant to Section 12.32.050 of the Palm Springs Municipal
Code, has examined and surveyed all City owned parking lots and has
determined that the continuation of this suspension of time limits on parking of
vehicles on City owned parking lots between the dates of January 1, 2006 and
June 30, 2006 is warranted and will not adversely affect the availability of parking
in these lots.
The City Council of the City of Palm Springs therefore resolves:
Section 1. The City Council suspends the imposition and enforcement of time limits
on the parking of motor vehicles on City owned parking lots between January 1, 2006
and June 30, 2006,
Section 2. Time limits on the parking of motor vehicles on City owned parking lots in
effect on June 8, 2005 shall be deemed fully reinstated, imposed, and enforceable on
July 1, 2006.
Section 3. Except as expressly provided in this resolution, all regulations governing

the driving, stopping, parking, or leaving standing of vehicles on City owned parking lots
shall remain in full force and effect.
