Ready, City Manager SUMMARY This is a Resolution to extend the suspension of two-hour time limits on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road, and downtown City-owned parking lots and the parking structure until June 30, 2012. RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, EXTENDING THE SUSPENSION OF TWO-HOUR TIME LIMITS ON PORTIONS OF INDIAN CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2012." STAFF ANALYSIS: The suspension of the enforcement of the time limits in City-owned parking lots in the downtown has been in place since June 2005. Since that time, on an annual basis, the City Council has adopted a Resolution continuing the suspension of enforcement of time limits in City-owned parking lots and portions of Indian Canyon Drive and Belardo Road. And, at the request of business owners, three hour time limits and enforcement have been reinstated in the Plaza Mercado parking lot. Staff recommends adopting the Resolution continuing the suspension of two-hour time limits on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road, and downtown City-owned parking lots and the parking structure until June 30, 2012. ITEM NO. { City Council Staff Report June 15,2011 -- Page 2 Continue Unlimited Parking The enforcement of time limits on Indian Canyon Drive between Saturmino Road and Andreas Road, which were reinstated in February 2007, shall remain in place. The enforcement of the three-hour time limit in the Plaza Mercado parking lot, approved on February 6, 2008 also remains in place. FISCAL IMPACT: There will not be any additional financial impact to the City during the 2011-2012 year. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, EXTENDING THE SUSPENSION OF TWO-HOUR TIME LIMITS ON PORTIONS OF INDIAN CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2012 The City Council of the City of Palm Springs finds: A. On June 8, 2005 the City Council adopted Resolution 21286 suspending the imposition and enforcement of time limits on parking of automobiles on City- owned parking lots between the dates of June 9, 2005 and September 30, 2005. B. Annually since June 2005 through June 2010 the City Council has adopted a Resolution suspending the imposition and enforcement of time limits on parking of automobiles on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road, in City-owned parking lots and the parking structure. C. On February 7, 2007 the City Council adopted Resolution No. 21826 reinstating two-hour time limits on Indian Canyon Drive between Saturmino Road and Andreas Road. D. On February 6, 2008 the City Council adopted Resolution No. 22148 reinstating three-hour time limits in the Plaza Mercado parking lot. E. The City Manager, pursuant to Section 12.32.050 of the Palm Springs Municipal Code, has examined and surveyed the Central Business District City-owned parking lots and has determined that the continuation of this suspension of time limits is warranted and will not adversely affect the availability of parking in these lots. The City Council of the City of Palm Springs therefore resolves: Section 1. The City Council extends the suspension of the imposition and enforcement of time limits on the parking of motor vehicles on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road and downtown City-owned parking lots and parking structure until June 30, 2012. Section 2. Time limits on the parking of motor vehicles on City-owned parking lots in effect since June 8, 2005 shall be deemed fully reinstated, imposed, and enforceable on July 1, 2012. Section 3. Except as expressly provided in this resolution, all regulations governing the driving, stopping, parking, or leaving standing of vehicles on City-owned parking lots shall remain in full force and effect. 3 Resolution No. Page 2 ADOPTED THIS 15" DAY OF JUNE, 2011 David H.
