SUBJECT: APPROVE REPLACEMENT OF ONE VEHICLE

SUMMARY
Annually, the City's inventory of vehicles and equipment is evaluated to determine
which units are eligible for replacement. This action would provide a new pickup truck
for the Police Department to be used by detectives in police operations, replacing an
Existing unit due for replacement.
RECOMMENDATION:
1. Adopt Minute Order No. approving the purchase of one (1) 2006 GMC
Silverado Hybrid pickup truck for the Police Department from Paradise Chevrolet
in the amount of $23,639.73.
STAFF ANALYSIS:
The City inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units meet criteria established by the City
Council in Resolution Number 18834 for replacernent. Purchase of this vehicle, along
with the vehicles recommended for award in a companion staff report, will complete the
replacement cycle for fiscal year 2005/2006.
The unit recommended for replacement in this report meets the established criteria for
replacement and has been reviewed and approved by the Fleet Review Committee
(FRC).
In keeping with the City's established commitment to improving air quality in the
Coachella Valley, all fleet replacements are evaluated for their operational suitability to
the use of alternative fuels. While Police and emergency response vehicles are not
generally operationally suited for alternative fuel use, some units in the Police, Fire and

emergency response departments may be candidates for alternative fuel vehicles if they
do not impact certain performance parameters.
The specific vehicle to be purchased will be assigned to a detective who regularly
travels out of the area. In addition, due to the type of work this detective is involved in
the department requires that the vehicle have both a large cargo area and heavy towing
capacity. CNG vehicles are limited by range and do not share the same fueling
infrastructure or performance capability as their gas powered counterparts. Moreover,
the location of the CNG tank in the rear cargo area reduces the amount of available
space. Due to these particular operational concerns staff does not feel that this vehicle
is a viable candidate for CNG.
Over the past twelve months, the City has begun to employ some gas/electric hybrid
vehicles in lieu of gas-only vehicles in other non-safety departments. In order to help
the City achieve its clean air objectives, the City Manager and Police Chief are willing to
field test a gas electric hybrid pickup truck as part of a pilot program to determine the
viability of such vehicles for public safety use.
The Procurement and Contracting Division conducted a request for quotation process
(IRFQ 2006-19) for an optional GMC Silverado hybrid pickup truck. The RRQ was
distributed to thirteen dealerships throughout Southern California. Three dealerships
responded to the quotation. The results of the quote are as follows:
Paradise Chevrolet $23,639.73
Crest Chevrolet $25,040.15
Singh Chevrolet $27,937.50
Paradise Chevrolet located in Ventura, California was the lowest, responsive bidder at
$23,639.73. It should be noted that the gasoline electric hybrid is approximately $3,000
more expensive than a conventional gasoline powered truck.
FISCAL IMPACT: Finance Director Review:
Funds for this purchase were appropriated through the 0, dget process in account
numbers 510-5475-50020, Motor Vehicles.

I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that
this Minute Order approving the purchase of one 2006 GMC Silverado hybrid
pickup truck for the Police Department from Paradise Chevrolet in the amount
of $23,639.73, was adopted by the City Council of the City of Palm Springs,
California, in a meeting thereof held on the 4T" day of January 2006.
