SUBJECT: APPROVE REPLACEMENT OF FIVE (5) VEHICLES

SUMMARY
Annually, the City's inventory of vehicles and equipment is evaluated to determine
which units are eligible for replacement. This action would award the purchase of one
F-350 Ford stake-bed truck for use by the Convention Center, one Ford F-150 truck for
use by the Police Department, two Ford F-150 trucks for use by the Fire Department,
and one Ford Freestar passenger van for general use by all departments. All five (5)
vehicles are replacements of existing units.
RECOMMENDATION:
1. Adopt Minute Order No. approving the purchase of one Ford F-350
stake-bed truck, three Ford F-150 trucks, and one Ford Freestar passenger van
from Fritts Ford in the amount of$112,865.78
STAFF ANALYSIS:
The City inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units meet criteria established by the City
Council in Resolution Number 18834 for replacement. This package of vehicles will
complete the replacement cycle for fiscal year 2005/2006.
"The units recommended for replacement in this report meet the established criteria for
replacement and have been reviewed and approved by the Fleet Review Committee
(FRC).
In keeping with the City of Palm Springs established commitment to improving air
quality in the Coachella Valley, all fleet replacements are evaluated for their operational
:suitability to the use of alternative fuels. Police and emergency response vehicles are

not operationally suited for alternative fuel use. However, as a separate matter, staff is
recommending the purchase of a single Ford F-150 electric fuel hybrid truck as part of a
p0ot program that will be implemented in the Police Department. Staff will monitor this
.program over the next twelve months and evaluate its overall success to determine
whether additional electric fuel hybrid vehicles should be added to the fleet.
Staff has evaluated the remaining two vehicles (passenger van and stake-bed truck)
included in this package to determine whether they could be purchased equipped for
alternative fuel use. Unfortunately, neither vehicle is currently manufactured in an
alternative fuel configuration for the current model year and would have to be retrofitted
after market by a third party manufacturer. It is worth noting that both vehicles are
certified as Low Emission Vehicles (LEV) generating about 15 percent to over 50
percent fewer smog-forming emissions than non-LEV vehicles.
The Procurement and Contracting Division conducted a formal Invitation for Bid (IFB 06-
02) that was publicly advertised, posted to the City's website, and mailed. Nine
dealerships responded to our invitation to bid. The results of the bid are tabulated
below:

Fritts Ford located in Riverside, California was the lowest, responsive bidder. Staff is
recommending that the City Council approve the purchase of these vehicles from Fritts
Fond in an amount not-to-exceed $112,865.78.
FISCAL IMPACT: Finance Director Review
Funds for this purchase were appropriated through the budge process in account
numbers 510-5475-50020, Motor Vehicles.

Minute Order approving the purchase of one Ford F-350 stake-bed truck, three Ford
F-150 trucks, and one Ford Freestar passenger van from Fritts Ford in the amount of
$112,865.78, was adopted by the City Council of the City of Palm Springs,
California, in a meeting thereof held on the e" day of January 2006.
